early times report jammu, Feb 10: In his farewell speech in Rajya Sabha, the Peoples Democratic Party's outgoing Rajya Sabha MP, Mir Muhammad Fayaz while appreciating the Modi government dropped a bombshell saying that the bureaucrats posted in Jammu and Kashmir had been creating hurdles in the deliverance of good governance.
