4/18/2014 12:14:47 AM
Avinash Azad JAMMU, Apr 17: Poor planning of PHE department has bled the state exchequer profusely, as the department has failed to get interests of funds, non-deduction of service taxes and labour cess from contractors during 2009-2013. According to document available with Early Times the poor planning in PHE department has manufactured loss of Rs 3.18 cr in various programmes executed by the department. "During the period, the department got 8.62 crores instead of Rs 9.90 cr under State Water Sanitation Mission (SWSM) resulting in variation of the tune of Rs 1.28 crores", the documents read, adding that no explanation was given by the department concerned over huge variation in interest amount. The documents further read that the SWSM had not exercised any control over the interest accrued from programme fund maintained by the Chief Engineers of Jammu as well as Kashmir divisions, as the details of interest earned by the these authorities were not available with them. "An amount of Rs 9.58 crores was earned on account of interests on the programme funds by both Chief Engineers...

In election season, education takes a backseat
4/18/2014 12:14:39 AM
Bashir Assad SRINAGAR, Apr 17: Though with the commencement of Lok Sabha elections in the country, the Government departments generally function in low key in the garb of 'model code of conduct', the Education Department in Jammu and Kashmir has become a casualty due to official apathy. The Education Department - at both Secretariat level and the Board of School Education (BOSE) - has been rendered headless, and adhocism rules the roost. Secretary Education HK Singh (IAS) had been holding the additional charge of Chairman BOSE for about one year following the repatriation of the then Chairman Dr Sheikh Bashir to the Higher Education Department. Very recently, Singh has been sent on centr...

4/18/2014 12:14:32 AM
Jehangir Rashid SRINAGAR, Apr 17: Knowing well that they failed to come up to the expectations of the common masses over the past five years or, National Conference Ministers and legislators are trying their best to motivate the electorate in order to garner votes during the ongoing Lok Sabha elections. The party leaders are using different tricks so as to motivate the people to cast vote for them. Since the attention has been shifted from Jammu to Kashmir it remains to be seen how far the NC leaders would be able to make their statements count and ensure victory on the three seats of Kashmir. National Conference President, Dr. Farooq Abdullah is in his true colours these days while addr...

4/18/2014 12:13:30 AM
Abodh Sharma JAMMU, Apr 17: With electoral battle in Jammu and Kashmir nearing its climax, National Conference has decided to forgo norms of propriety while playing to the galleries for short term political gains. While a senior NC Minister recently announced that the state government was determined not to extend Tosa Maidan lease to Army, a senior party functionary went a step further today when he joined the chorus of separatists and pro Pakistan elements who demand that Army must vacate the land under its 'occupation' in Kashmir. Fearing defeat, Farooq seeks Mir's support to Shariq
What an irony!
4/18/2014 12:13:57 AM
Rustam JAMMU, Apr 17: Gone are the days when the Abdullahs' writ ran in the Valley and they were considered undisputed leaders. The National Conference (NC), which was founded by Sheikh Abdullah in 1938, was considered the most important factor in Kashmir and its ideology was not just anti-Dogra and anti-Jammu, but also highly communal. Even after 76 years, its ideology remains the same. In fact, the Abdullahs have given a more radical orientation to their ideology. Before 1947, the NC leaders used to condemn Jammu and Jammu Dogras and since October 1947, they have not only been systematically excluding Jammu province and its people from all walks of life to consolidate Srinagar's contro...

Official apathy
4/17/2014 11:36:14 PM
Shakeel A Khan SRINAGAR, Apr 17: The state government has failed to address the problems of the contractors and has turned this group of people from A to D class citizens. The contractors are up in arms in protest against the government while seeking early redressal of their grievances. The 2013-2014 Financial Year is already over but bills worth crores of rupees are pending with different departments.
