Same old story of Panchayat elections
Nothing new in RDPR Advt

Jammu, Jan 8: When the Law Minister, Ali Mohammad Sagar called all the standing counsels for a meeting last week, they thought the Minister wanted to discuss matters concerning various departments. However, to their dismay they were made to sit in a public meeting to cheer the Chief Minister who was in the winter capital to preside over a function organized by Rural Development and Panchayati Raj. Pertinent to mention Sagar also hold the portfolio of the said department.
Some of the lawyers were angry and wanted to leave but the fear of losing their jobs made then brave the chill. They stayed back only to listen what Government had done during the past four years.
Next day the Government issued an advertisement depicting the photo of the function. The advertisement has nothing new to convey. It boasts of holding Panchayat elections in the State after 32 years. The advertisement further claimed that the Panchayati Raj had changed the system and by "making involvement of lowest grass root level representation of people."
Well, the way the Panchayats and the elected members have been treated by the coalition Government is known to all and needs no further explanation. There are people who believe that the panchayat members have been used as experimental animals.
The advertisement also makes a mention of NREGA-the cards issued, the works undertaken and the jobs provided. The reality, however, is totally different. The Government has failed at this front as well. The Ministry of Rural Development under Order No: J-111011/21/2008 - NREGA Dated September 7, 2009 urging all the State Governments to set up the office of the Ombudsman in all the districts within three months of the issuance of the order but till date JK Government has not made the appointment.
The State Government in particular the Department of Rural Development is already under fire from various quarters for their failure in curbing corruption especially under NREGA in various districts. The failure to appoint Ombudsmen has put a question mark on the credibility of the Government which recently bagged an award for its efforts towards poverty alleviation.
Given the performance of the Government during the past four years, other claims in the advertisement also needed to be verified.
