Union Home Ministry says 'no' to declaring Kashmiri Pandits 'Internally displaced'
Jobs cannot be given outside Valley!

JAMMU, Jan 24: Centre has refused to grant the status of 'Internally Displaced Persons' to Kashmiri Pandits despite being forcefully recommended by high powered Parliamentary Standing Committee on Home Affairs.
Referring to National Human Rights Commission (NHRC), Union Ministry of Home Affairs has acceded to classifying displaced Kashmiri Pandits as 'migrants' as has been ordered by the commission in its order dated 06-05-1996. The Ministry has said that the issue of redefining status of Kashmiri Pandits has already been settled by NHRC and there is no need to review the same.
They have stated that since the violence has come down considerably and efforts are being made to settle Kashmiri Pandits back in Kashmir valley, redefining their status makes no sense. Home Ministry has quoted NHRC observation wherein it has been stated that there is no scope for objecting to term 'migrants' and the apprehension of the Union Government is not without any basis.
Accordingly, NHRC recommended the Union Government to substitute the term 'migrants' by 'internally displaced persons'. Union Home Ministry has made these stinging remarks in the action taken report on the recommendations contained in the 169th report on demands for grants (2013-14) of the Ministry of Home Affairs. The report was presented to Rajya Sabha on December 13, 2013 and on the same day; it was laid on the table of Lok Sabha.
Headed by BJP's ace Parliamentarian M. Venkaiah Naidu, the department related Parliamentary Standing Committee on Home Affairs had in its 169th report which was presented in the Rajya Sabha on April 25, 2013 and later, laid in the Lok Sabha on April 26, 2013. The committee had asked Central Government to take responsibility for rehabilitation of internally displaced Kashmiri Pandits since the State Government is not coming forward with many proposals.
Chairman of the committee M. Venkaiah Naidu had not made these recommendations in isolation but had with him senior Congress leader Janardan Dwivedi. Congress leader and senior Parliamentarian is known for taking keen interest and has been performing vital advisory role in the AICC on the political, strategic, social and military developments in Jammu and Kashmir.
Terming displacement of Jammu and Kashmir migrants as one of the biggest mass level exodus of a group of people in the country, the committee had asked Union government to take over the relief and rehabilitation of Kashmiri Pandits. Committee had pointed out that State government has not been able to create conducive environment in the Valley so that the migrants feel safe to return to the Valley.
Home Ministry has also declined to consider the committee's recommendation that the migrants should be given the choice in terms of place of joining the jobs i.e. at a place where they feel safe and secure. Home Ministry has said that as per recruitment rules, these jobs are meant only for Kashmiri migrants and place of posting is Valley only. They have added that the selected candidates cannot be given the option of working at any place. They have accepted the recommendation for filling up remaining posts at the earliest and forcing the State government to get cases in the courts settled at the earliest.
