ASCOMS patient scam baffles investigating agency

JAMMU, Feb 24: Acharya Shri Chander College of Medical Sciences (ASCOMS) patients scam baffles not only Government but also the investigating agency (Crime Branch) as acting smartly, ASCOMS authorities lodge FIR against three employees for stealing and damaging hospital's record, required by Crime Branch to prove the case and challaned accordingly.
Though, SSP Crime Branch Jammu Shakti Pathak when contacted said that the investigation is in progress, but sources within Crime Branch said that the ASCOMS patients scam has become headache for the investigating agency as ASCOMS authorities is not providing hospital's record stating that the same had been stolen and later damaged by the three employees of the hospital namely Ashwani Magotra an accounts officer, Rajesh Jamwal junior receptionist and Victor Lehaer a nursing orderly, adding trio was ousted from the hospital after lodging FIR against them in Police Station Nagrota by Director ASCOMS.
The ASCOMS authorities lodged FIR for damaging of record following Additional Secretary Health and Medical Education Department wrote to IGP Crime alleging that illegal practices were being carried out by the Management of ASCOMS, Sidhra by way of incorporating wrong entries in the OPD in patient Dept registers by showing dead person admitted/treated in the hospital.
Based on the complaint lodge by Government itself, Crime Branch Jammu registered FIR 19/2010 against Management and Officers/ Officials of ASCOMS Sidhra under sections 420/467/468/471 r/w section 120-B RPC and has started investigation.
Earlier, on receipt of the complaint a preliminary enquiry was initiated and during the course of enquiry it was prima-facie found that some dead persons have been shown admitted in hospital records just to enhance the strength of patients in the hospital. Maximum number of patients registered in OPD were without full particulars and addresses, some trainees in ASCOMS have been shown as junior nurses to increase the strength of staff, some employees were shown to have been on the pay role of ASCOMS were in fact working in different Depts. The records in this regard have been fabricated by the authorities of ASCOMS just to fulfill the Medical Council of India Rules and Regulations. The commission and omission committed by the Management/Officers/Officials of ASCOMS Sidhra prima-facie constitute offences under sections 420/467/468/471 r/w section 120-B RPC and 120-B RPC.
