DB directs govt to consider mass promotion from pre-nursery to class 7th

Srinagar, Nov 17: A Division Bench of Jammu and Kashmir High Court today directed authorities to consider promotion of students from pre-nursery to class 7th on the basis of assessment on periodical examinations.
Hearing a Public Interest Litigation, the bench of Justice Muzaffar Hussain Attar and Justice D S Thakur asked the authorities to convey the decision of the competent authority by next date of hearing.
The court passed the direction following submissions by senior advocate R A Jan that for these classes, the assessment of the students is made by taking periodical examinations.
"In terms of the statue there will be no difficulty to the educational institutions to promote the students on the basis of their performance in the tests conducted during academic year. This will save academic career of the students who otherwise have to undergo extended academic session of almost 18 months", the senior advocate said.
In another direction, the Division Bench asked Principal Delhi Public School Athwajan Srinagar to file an undertaking before the Registrar Judicial during the course of this week that the institute will not charge tuition fee and bus fare from students for the month of September and October in terms of directions issued on October 30.
Meanwhile, advocate A. Haqani, appearing for Srinagar British School, submitted that he is under instructions to make statement that the School will not charge tuition fee and bus fee for the month of September and October.
In another direction, the Division Bench also granted one week's time to 59 schools to file their response to the notice seeking response on charging the fee and the bus fare for the two months.
The Division Bench also directed Secretary School Education Department, JK State Board o School Education, Director School Education and Board of Professional Entrance Examinations (BOPEE) to file the reply regarding pleadings regarding the assessment of the loss to the schools and rebuilt them on modern and scientific lines. He also demanded modernizing libraries in all colleges including those imparting technical education.
