| Reconstruction of damaged roads, bridges hangs in balance | | Of Rs 1600 Cr Centre release Rs 250 Cr | | Arun Singh

Jammu, Nov 2: Although Prime Minster Narendra Modi is scheduled to visit the State this week and is widely expected to announce flood package but for one year the state has received no funds for the reconstruction of roads from centre which were damaged in flood last year across the state. Sources told Early Times that after floods, R&B (PWD) Department had conducted damage assessment of roads and bridges across the state and subsequently a report of loss to the tune of Rs 1600 crore was made and same was sent to Government of India for the release of funds for the reconstruction, restoration of roads of funds. “The concerned department had sent a requisition of Rs 1600 crore to Government of India for the reconstruction of damaged bridges and roads due to flood in September-October last year,” they said further adding centre released only Rs 259 crore for the reconstruction of nearly 202 damaged bridges to the state and same were released to the concerned department for executing work. They further said that the remaining fund to the tune of Rs 1341 crore for the restoration of roads have not been released by the centre government till date due to which the reconstruction work could not be completed till date. “Although the state has not received any fund for restoration and reconstruction of roads from centre yet, State government spent approximately Rs 100 crore for reconstruction of damaged roads till date,” they added.
Sources informed that the centre has raised several quarries by the centre government over the huge requisition of Rs 1600 crore for reconstruction of roads and bridges from the state government. “The proposal of assessment of damaged was sent to Government of India in September-October, 2014, but several discrepancies were pointed out by the centre in the funds demands, centre only released the funds to the tune of Rs 259 crore for bridges under Prime Minister Reconstruction Programme, ” they said.
Sources further informed that despite knowing the fact that immediate funds the tune of crores were needed for the immediate reconstruction of damaged roads and bridge which centre government failed to release. “After failing of the centre government to restore the damaged infrastructure in the Jammu and Kashmir, many foreign agencies were keen to help monetarily to the state but centre government posed objection on it due to which still restoration work is incomplete,” they added.
Pertinently, taking cognizance of the lackadaisical attitude of centre government and state government in releasing flood package to the victim, State High Court Secretary Union Finance Ministry, for his personal appearance in court on November 3 to explain as to why Central government failed to divulge the status of relief package.
