Recruitment of APs likely to be delayed further

Jammu, Apr 5: Authorities of the Jammu University and Kashmir University are still reluctant to issue Minimum Standard Procedure (MSP) certificates to Ph.D qualified candidates as per UGC guidelines of 2009-after the lapse of nearly five days since orders are issued by Jammu and Kashmir Higher Education department.
The Commissioner Secretary to Higher Education Department on April, 1, 2014, had issued an order, which reads, "The University (JU/KU) shall start issuing the provisional certificates as desired under Rule 20 of UGC regulation 2009, to all those candidates who have applied/apply to them for the certificates and shall complete the process within 15 days positively".
Though the concluding paragraph of the order unambiguously mentioned, "The KU/JU shall also clearly mention that the last date for receipt of requests from the students through notification in the newspapers by 4th of April, 2016", but so far neither JU or KU have taken any decision or get the notices published in the newspapers. Vice Chancellor of KU, Prof.Khursheed Iqbal Andarabi informed Early Times that they were in constant touch with University of Jammu and decision in this regard would be taken soon. On being asked, if the varsity administration was still waiting for Nigvekar Committee report, Prof. Andrabi said that they would not wait for the report anymore and would take decision as per the order. Dean Research Studies of Jammu University didn't pick up his phone despite repeated calls, but an official in his office, pleading anonymity said that so far the process has not started and decision would only be taken after a joint meeting of KU and JU officials as mentioned in the order. "So far we have not gotten any order published in newspapers for information to the students and not received any new application", the official said, adding that the MSP certificate would be issued by Controller Examination. Controller Examination of JU, Sanjeev Mahajan said that they have not received any application so far from the DRS office for issuance of MSP certificates. Moreover, a Head of Department of JU, pleading anonymity said that both varsities have been waiting for Nigvekar Committee report as according to UGC regulations, they could not issue MSP certificates as UGC guidelines of 2009 were implemented after 2010.
Another official in VC's secretariat of JU said that they have already started the process but adding that they were in close coordination with KU officials and a meeting was likely to be held soon, in which decision would be taken. On being asked, why not notices are published in newspapers, he said that internal process has begun but other decision would be taken in the scheduled meeting. Secretary of J&K Public Service Commission, Shakeel-ur-Rehman said that they would wait till the expiry of time.
