| Inquiry into Humhama land scam may halt halfway | | Ex-minister, CS among encroachers | | Javaid Naikoo

Srinagar, June 29: As government after uproar in upper House of assembly over infamous Humhama,Gogoo land scam ordered a high level probe, sources believe that inquiry may halt half way as one former Minister and MLC are among the encroachers.
For the first time after 2011 ruling PDP legislator Saifuddin Bhat on Tuesday brought the issue of illegal occupation of state land at Humhama and Gogoo areas outside Srinagar Airport in the notice of government in upper House and demanded a high level probe.
The legislator got support from all other legislators demanded constitution of a House Committee to probe the matter.
After uproar over the issue Minister for Revenue and Relief, Basharat Bukhari had to intervene and he assured that the encroached land would be freed.
"I am ordering a High-Level inquiry in land grab at Humhama and following the committee's report, action as per law would be initiated against violators," Bukhari said.
However, top brass sources in administration told early times that probe ordered by government may halt half way as many influential figures are among the encroachers of state land.
"One former revenue Minister and official of the rank of chief Secretary of state are among encroachers of state land outside Srinagar Airport. Issue of land grab at Humhama and Gogoo areas came to fore only after one former revenue Minister and then Chief Secretary quarreled over a piece of land in the area. Almost all politicians and bureaucrats are aware of the matter."Sources said The infamous scam of illegal encroachment of state land was first exposed by Early times in July 18, 2013 with details of officials evading inquiry and since then carried a series of stories on the issue.
Humhama,Gogoo land encroachment is a massive scam in which according to sources some known politicians and top brass officials of the state administration figure among the encroachers.
The document details reveal that in Humhama area 234 kanals and 1 marlas of Kahcharai land and 36 kanals 1 marlas of state land and in nearby Gogoo area 25 kanals 13 marlas of Kahcharai land have been encroached illegally over the years by blue eyed people.
A document with signature and sign of then Naib Tehsildar Budgam dated 17/04/2011 reveals names of hundreds of encroachers who have encroached land under Khasra numbers1026, 1026/2.
The report further mentions that due to the construction of residential houses exact figures about the state land encroached could not be summed up.
According to one letter vide161-63 dated 14/7/2011then Tehsildar Budgam in response to the communication of then Deputy Commissioner Budgam vide letter DCB/SQ/11/279-85 dated 15/6/2011 writes that "Assamie wise' notices have been issued to the encroachers of Humhama Friends enclave, Gowsia Colony, Gogoo, Jawahir Housing colony and other such places after field staff submitted its report of total sum of land encroached by people at Humhama and Gagoo."
The same letter also mentions that "encroachers were asked to produce document if any of the land on which they have constructed complexes and a six member team including concerned Patwaris were directed to complete the process of documentation."
Acting on the field report about land encroachment then Assistant commissioner revenue Budgam in his letter number DCB/SQ//11/279-85 dated 15/06/2011 reminded Tehsildar Budgam that as per the minutes of meeting held with then revenue Minister and divisional commissioner Kashmir orders were passed to take immediate action against land encroachers at an earliest but so far hundreds of kanals of state land are still under encroachment.
The infamous land scam which is evading inquiry since 2011for the first time got some life in 2014 after one Deputy Commissioner started demolishing and inquiry drive in the area.
However according to sources demolition drive was stopped within Hours and all officials well aware of the scam including Deputy Commissioner were transferred from the area to once again evade inquiry.
Notably almost all Politicians of Jammu and Kashmir are well aware of this infamous land scam in Budgam District outside Srinagar Airport, however according to sources since many among Politicians and Top Brass officials of state administration have themselves constructed Houses in the area, rest of the politicians in power time to time never dare to raise their voices on the issue. |
