Gaddi Sippi hostel still lacks basic amenities

Jammu, June 29: Several months back, Minister for Consumer Affairs and Public Distribution (CAPD) had inaugurated Gaddi Sippi hostel building at Government Degree College Udhampur but astoundingly the hostel still lacks basic amenities. Moreover, Social Welfare Department has not handed over the building to college administration.
Reliable sources informed Early Times that in the fiscal year 2011 Department of Tribal Affairs, Government of India had sanctioned only Giddi Sippi hostel for Jammu and Kashmir at an estimated cost of Rs 2 crore.
The state government decided to construct the hostel building at district Udhampur on the recommendation of Special Task Force (STP). The construction work of the building was handed over to Public Works Department (PWD), initiated in 2012 and was completed in previous year but interestingly, after lapse of more than six months of its inauguration the government has failed to sanction funds for basic facilities like bedding, mess equipments etc, besides the post of cook, security staff have still not been sanctioned.
They further said that state government took no initiative to start the process of admission of inmates in the hostel due to which the students of these twin tribes were suffering badly.
Though people belonging to particular community urged Secretary Department of Tribal Affairs to issue necessary instructions for initiating admission process in the hostel from the academic session 2016-17, but it seems a remote possibility because district administration could not provide basic amenities in the hostel.
Principal GDC Udhampur, Prof SS Bhalwal said that hostel building was constructed on college land by department of tribal affairs through district administration but district administration did not handover the building to college administration.
District Social Welfare Officer, Rachana Sharma admitted that without order of District Development Commissioner she was not authorized to handover the building to college administration.
She accepted that the hostel lacked basic facilities because no additional funds were sanctioned for this hostel by government. She said that she had taken the matter with district administration already and assured that the admission process will begin in current session.
