Jammu, June 29: Community Facilities Centre (CFC) and a Shopping Complex constructed by Rural Development Department, allegedly being occupied by some locals for past nine years, paradoxically the department seems helpless to retrieve the property. Source in department informed that in financial year, 2005-06, the RDD had started construction of the buildings and completed in 2007. "Since the day, when the building were completed, are under illegal possession of some influential people of the area", the complexes were raised under model village scheme. Sources said that due to unholy nexus between the occupants and RDD officials, the buildings have not been vacated by the department. "As per norms the buildings were to be handed over to Panchyat committee (Panchyat Halqa, Changi). The complexes were constructed for public use, but on the contrary of the purpose, it is being used by individuals for past nine years", they added. Sources further said that under Prime Minister Reconstruction Programme (PMRP), a model villages was developed. "The then Rural Development Minister, Babu Singh along with local MLA, Gardhari Lal Chalotra had laid foundation stone of CFC and four in villages Changi, which falls under Marheen Block", sources informed and added that paradoxically, after lapse of nine years of illegal possession, department become mute spectator over the matter. When contacted local Sarpanch, Ravi that the Panchyat Committee had repeatedly apprised the Block Development Officer, to get vacated the building, but nothing has been done. Meanwhile, BDO Marheen Vijay Kumar when contacted, contrary to claims made by locals, said that the CFC is still incomplete, due to paucity of funds. "We have written our higher-ups to provide funds to finish the work", the BDO said, adding that as and when the work is completed, the building would be handed over to Panchyat Committee. |
