Early Times Report

Srinagar, Oct 22: While five days are still left for shifting of Darbar to Jammu, the public here says that a large number of officials prefer to keep away from their offices.
The Civil Secretariat in Srinagar will close on October 27 to reopen in winter capital, Jammu on November 6.
According to the rules, no government official could stay off from duty for three days in a row without a solid reason.
Showkat Ahmad, a resident of Handwara, Kupwara, has been trying for the last three days to meet a top official here, but found him missing from the office. "From last three days I many times visited his office but every time the officials told me that he is not available," Showkat said.
On Monday, when this correspondent visited a number of offices in the Secretariat, they presented a deserted picture.
Sources said that work in the departments involving public dealing has come to a grinding halt. Though lower ranking officials reach the offices but are not able to work in absence of the in-charges.
Sources informed that some low ranking officials prefer to go on leave or not attend offices as they are unable to bear the enormous pressure and work load without the higher officials.
Common people have expressed displeasure over the functioning of government offices.
People say that the government officers receive their salaries and other benefits, but they do not perform their duty in a proper way in the valley.
Mohammad Hayat of Baramulla said he had been visiting the one of the top babu here for the last few days, but every time he could not find him in the office.
"Hardly any work is being done these days. The bureaucrats have already packed their bags even though five days are still left for the Durbar to remain functional here," he said.
Sources said that top officials skip their official duties or come office after 1 pm daily as per their wish.
Sources said these senior officers are not adhering the office timing resulting the work in offices get affected.
Government has cracked a whip on lower rung officials and suspended many who skip their duties. But there is no check on the administrative heads and HoDs as they enjoy powers of ministers.
