Learn to write official letters, Principals, officials of GDCs told

JAMMU, Dec 12: Jammu and Kashmir could perhaps be the only state in India wherein Principals of the Degree colleges are so incompetent that they are being taught now how to write an application and address it to the concerned authorities.
A Circular issued by the Department of Higher Education, Jammu and Kashmir has asked all the Principals of the Degree Colleges to learn the proper procedure of addressing the letter and representations to the Government.
The circular signed by the Commissioner Secretary Higher Education department is making rounds on the social media, with people raising eye brows over the possible incompetence of the college Principals for even addressing the official letters to the higher authorities in the state.
The circular reads: "It has come to the notice that the Principals of different colleges are directly addressing letters and representations to Advisor to Governor/. Further, the Officials, Officers of Government Degree Colleges are also addressing applications/ representations to the Advisor for the redressal of their grievances.
The matter has been viewed seriously by the authorities. Therefore, it is enjoined upon all the Principals not to address references directly to Advisor and to strictly route all the letters/ references through the administrative department. Besides, all the Officers, Officials working in Government Degree Colleges are directed not to address applications/ representations to the Advisor directly. Non- Compliance shall be viewed seriously and action as warranted under rules shall follow."
However, what is more pathetic is the fact that the Circular seems to have fallen to deaf ears and the officers in the Degree Colleges and even some Principals continue to address their letters to the Advisors to the Governor. Such a violation of rules hasn't only put an extra burden on state' s machinery but has also ruthlessly exposed the incompetent system that is looming large in the state.
A senior official divulged that despite the repeated directions, the Officials at various degree colleges continue to make gross irregularities while addressing their letters and that the entire system is bearing the brunt of such incompetence. "These officials need to be trained over how to write letters. The system in vogue is notoriously incorrigible and shamelessly unworthy. We have to spend days to figure out what has been written by a specific college and where it is addressed. Sometimes, the college officials address it to Advisor and at times directly to the Governor itself. It bring disrepute to the entire department and it merits concern from the highest level," says the official.
Meanwhile, if sources are to be believed, there hasn't been any action taken against any college official for such irregularities and due to the absence of any mechanism under which the officials could have been taken to task, their pathetic functioning continues to grow without any remorse or fear of repercussions. "The incongruity between the profession and the practice is proving as a bane for the entire dispensation. If measures aren't taken at present, the system would continue to function in a similar way," an official of the Higher Education department said.
