One sided ceasefire and amnesty to the stone pelters
Mehbooba's calculated move
2/23/2019 9:49:13 PM
R.B.SURI

During the last RAMZAN the Coalition Government of PDP and BJP led by the Chief Minister Mehbooba Mufti took the bad decision for allowing the one sided cease fire thereby lessening the impact of the All out operation launched effectively by the Indian forces in the valley. It was a calculated move of Mehbooba Mufti indeed. Simultaneously, the granting of the 'AMNESTY' to the stone pelters as also withdrawing of all the cases pending against them in the various court forums was the grave mistake which was done at the behest of the Union Government led by the Prime Minister of India Narender Modi. As a result of the same, the terrorists in the state including the terrorists from Pakistan had consolidated their positions and the various hide outs in the valley to the large extent possible. This was the calculated move of the then Chief Minister of the state Mehbooba Mufti. This had downed the morale of the Indian forces in the valley. Right from the beginning after the nation attained the freedom from the Britishers more than seven decades back, the Kashmir centric leaders were having the all out sympathies for Pakistan and they went on promoting the anti national elements in the valley against the Indian set up. They caused the massive damage to the Integrity and the Sovereignty of the nation and acted as the stooges of the enemy in spreading the hat redness against the countrymen.
During the intervening period, the terrorists and the pro PAK Hurriayat Amalgamation consolidated much and remained hectily busy in devising the new strategies for causing the mass killings of our Jawans for their petty interests in the name of so called AZADI. It is pertinent to mention here that the present Army Chief Bipin Rawat resisted very much at that time but the Central Government led by Narender Modi did not pay any heed to his sayings and pleadings which were very important and relevant as it was the question of the national security. Due to the wrong decisions taken by the State and the Central Governments on this score are yielding the reaps resulting which now the Country's Integrity is in danger. Latest incidence on this score is that the nation has experienced the barbaric militants attack - car bombing with more than 100 Kgs of the explosives on the National Highway at Lethpora in Pulwama District in the Kashmir valley on February 14 causing the mass killings of 49 CRPF personnel who were on their way for resuming their duties after availing of the leaves at their respective homes. This attack has jolted the entire nation and there countrywide massive protests and the demonstrations. The Government administration had the tough time for controlling the law and order in the country all over. The Kashmir centric leaders time and again are pleading for the resolution of Kashmir problem politically but I am of the firm view that it cannot be tackled politically. It can be solved militarily only. The countrymen have the full faith over the Indian forces who can take the things to the logical conclusion once for all. The Central Government made the inordinate delay in giving the free hand to the Indian forces in dealing with the things independently. The BJP leadership of the State and the Centre, at the cost of the nationalists Jammuites, have committed the sin in entering into an unholy alliance with the pro PAK political party of the state PDP in forming the Coalition Government in Jammu and Kashmir. Not only this, BJP has also contributed a lot in the misdoings by the State Government under the Chief Minister ship of Mehbooba Mufti thereby endorsing the same.
A few days back, it is on record that the Governor of J&K Satya Pal Malik stated that that his government is working on the rehabilitation of the militants knowingly that the rehabilitation policy launched by the then Chief Minister Mufti Mohammed Sayeed after coming to power in the state based upon the Agenda of Alliance, failed badly and this appeasement policy of the state towards the militants created the present bad situation in the valley. USA-NSA John Bolton has condemned the same and extended the full support to Indian authorities in eliminating the Pakistani terrorists. John has agreed to work together with India to ensure that Pakistan ceases to be a safe heaven for J e M or other terrorist groups. During their discussions on phone both have resolved to hold Pakistan to account for its obligations under UN resolutions and remove all the obstacles to designate JeM Chief Massood Azhar as a Global Terrorist. Not only this, more the 40 countries of the World have also condemned the militants attack and shown the solidarity to the Indians and supported the Indian cause on this score. Not only this, the USA President Donald Trump and the Prince of Saudi Arabia have condemned the brutal Pak militants attack at Lathpora in Pulwama District in Kashmir valley on last Thursday and have extended their full support to India in these hours of crisis. Donald Trump has described this attack as "Horrible". The state of Jammu and Kashmir is passing through a crucial stage after 1987 and the Kashmir region is presently in turmoil due to the eruption of militancy particularly after 1989 and the pro Pak elements, Terrorists, Separatists and the Hurriayat Amalgamation are enjoying the patronage of the two regional political parties of the state - National Conference and PDP, over the civil administration and had all the free field to operate upon in the valley fearlessly without any restrictions in giving the tough resistance to the security forces of the country and the political stalwarts of the country are applying the brakes to these actions for their vested interests to remain in power. PDP had dominated the Coalition Government and succeeded in releasing all the stone pelters and also withdrawn all the cases against them and whereas BJP failed like any thing in respect of the with drawl of the cases against people of Jammu who took part in Amarnath andolan in 2008.
It was very painful that the Rulers at the Center acted very lightly in Kashmir valley just for their own interests instead of the national interests and caused the severe damage to the national security. Needless to mention that according to the various political experts, the present conflict in Kashmir Valley is very grave in nature. The root of conflict between the Kashmiri insurgents and the Indian government is tied to a dispute over local autonomy[8] and based on the demand for the self-determination.
The democratic development was limited in Kashmir until the late 1970s. and the subsequent developments increased the support for insurgents advocating violent secession from India. In 1987, a disputed state election created a catalyst for the insurgency when it resulted in some of the state's legislative assembly members forming armed insurgent groups. In July 1988 a series of demonstrations, strikes and attacks on the Indian Government began the Kashmir Insurgency. Though thousands of people have died as a result of the turmoil in Jammu and Kashmir, the conflict. Protest movements created to voice Kashmir's disputes and grievances with the Indian government, specifically the Indian Military, have been active in Jammu and Kashmir since 1989. Elections held in 2008 were generally regarded as fair by the United Nations High Commissioner for Refugees and had a high voter turnout in spite of calls by separatist militants for a boycott. According to Voice of America, many analysts have interpreted the high voter turnout in this election as a sign that the people of Kashmir endorsed Indian rule in the state. But in 2010 unrest erupted after alleged fake encounter of local youth with security forces. Thousands of youths pelted security forces with rocks, burnt government offices and attacked railway stations and official vehicles in steadily intensifying violence.
After the exit of the State Government led by the pro militant political party PDP led by the Chief Minister Mehbooba Mufti up to June this year, the people of the state had a sigh of relief from the Governor's Rule. The coalition Government of BJP and PDP was playing with the lives of the innocent people of the state. Many a times in the past, the former Governor of the state N.N. Vohra had directed the State Administration led by Mehbooba Mufti for conducting of the Municipal elections in the ULB and other Municipal Committes as also the Panchayats in the entire state of Jammu and Kashmir. But on the contrary, the State Government led by Mehbooba Mufti was tossing the issue on one pretext or the other. Not only this, the former Governor N.N Vohra had expressed his displeasure over the issue involved many a times but all in vain. With the change of guard in the state, the new Governor of the state Satya Prakash Malik after assuming power concentrated on this score and ordered for conducting the Municipal elections in the ULB and other Municipal Committes as also the Panchayats in the entire state of Jammu and Kashmir in a time bound manner. Specific directions were imparted to the Chief Secretary and the CEO Shaleen Qabra by the Governor Malik in this regard. Complying with directions imparted to him by the Governor administration, Shaleen Qabra CEO acted promptly and succeeded in conducting the Municipal and Panchayat elections in the state without any loss of life in any corner of the state as per the election schedules. This time, Municipal elections all over the state of Jammu and Kashmir were the noval one because of the reason that both the regional political parties of the state - National Conference (NC) and People's Democratic Party (PDP) who ruled this state in the past many a times, had boycotted these elections. Four days back only the Governor's administration took the decision for withdrawing the security cover and the vehicles from the five Separatists leaders and the leaders of the Huriayat Amalgamation on selective basis and yesterday, it further withdrew the same from the other 18 leaders including SAS Geelani, Yasin Malik, Shah Faisal IAS topper who had resigned from the government service a few months back, Parra, Naeem Khan, Abid Ansari and many others. Apart from this, security cover and the vehicles from 155 other Kashmir Centric leaders also stand withdrawn. In all more than 100 vehicles besides more than 1000 security men stand withdrawn. It is important that this time again the security cover of Dr. Farooq Abdullah, Omar Abdullah and Nehbooba Mufti remain intact by the Governor's administration. The need of the hour is that all the facilities being enjoyed by these politicians should be withdrawn immediately. Over the years, enjoying these facilities they are spiting the venom against the country which should not be tolerated further. All the Rulers of the state in the past particularly Mehbooba Mufti contributed a lot for bringing the state to this volcanic stage which is highly condemnable. The country will not forgive them.
With drawing the security cover and vehicles from the pro Pak elements in the state was desired much long back. Though the decisions of the Governor's administration on this score are belated ones but would certainly yield the results positively in the interests of the Country's Integrity and the Sovereignty.
