Land Acquisition near Srinagar Airport

SRINAGAR, Sept 24: The issue related to land acquisition at Karewa Damodar in Budgam is becoming a lengthy process day by day as the officials of the State Home department are not issuing the notification under form J of J&K Land Acquisition and Requisition Act 1968 which actually was to be issued more than a year back as per the provisions of the said act. According to locals all the formalities have been completed by the DC Budgam and the Divisional Commissioner Kashmir but the officials at civil secretariat Home department are not processing the file .
According to reliable sources some bureaucrats and top officials from Revenue department have purchased land few years back in this area on cheap rates and their names don't figure in the list which has already been approved by the Defence Estates Department and now the officials are influencing the Home department so that their land is also included in the beneficiary list which would be provided compensation. " The officials of Home department have made us scape goats, why shall we be made to wait for so many months by the officials at home department, this is job of few hours as all the formalities are already completed and we are just waiting for the final signatures of Principal Secretary Home" said Ayaz Ahmad Dar a farmer from Wathoora Chadoora. Another farmer Abdul Rashid said that they are being treated like cattle by NC lead Government, neither the payment is being made to them for their acquired land nor the new land acquisition act is implemented.
Pertinent to mention that the Government is planning to acquire land measuring more than 3800 kanals located at Karewa Damodar estate near Srinagar Airport , the land owners / farmers of various villages in Budgam district have been moving from pillar to post so that land acquisition formalities are completed but the inordinate delay has been caused by the Revenue department. Some part of the money has already been provided by the Government of India four years back and that lies with the DC Budgam.
According to Members of the Zamindaraan Committee Karewa Damodar a united body of the local land owners and the farmers whose land is to be acquired want that Government must give compensation to them as per the provisions of the new Land Acquisition Act which would has been enacted by Government of India recently. "Our land is located at a prime location near Srinagar airport and the market rate of the land near Srinagar airport is around Rs 40 to 50 lakhs , how can we accept a rate which will be much below than this as we can smell the same and in addition to this the unnecessary delay is being caused by Government for completing the formalities of land acquisition at Karewa Damodar"? said Ghulam Mohiudeen Rather an active member of Zamindaran Committee. The J&K Government implement the new land act in state as soon as possible.
It was only after the personal intervention of Chief Secretary Mohammad Iqbal Khanday the Revenue Authorities in Budgam have finally completed all the formalities for issuance of Form J Notification under J&K of land Requisition and Acquisition Act . The requisite documents were send to the Divisional Commissioner Kashmir by DC Budgam in May this year and the Divisional Commissioners office send the same to Home Department few months back but there is no movement of this file since then. The process for issuance of form J notification took more than a year which otherwise should have taken just 15 to 30 days as per J&K Land Revenue laws.
