| Jr Agriculture Assistant becomes HQ Assistant, Sanitary Inspector Camp Commandant | | Relief Organization plunges into complete anarchy | | Avinash Azad
JAMMU, Nov 29: Enjoying close proximity with Commissioner Relief Organization (Migrants) a Junior Agriculture Assistant, who was placed under suspension by the Revenue department following his involvement in misappropriation of funds, was elevated as Head Quarter Assistant at Relief Organisation (Migrants) a post equivalent to Assistant Commissioner (AC) while Sanitary Inspectors whose profile is limited to sanitation purposes are holding posts of Zonal officers/ Camp Commandants.
Well placed sources at Relief Organization told Early Times that Ravinder Bakshi, a Junior Agriculture Assistant, who was holding the charge of Zonal Officer Mini Stadium, has been enjoying additional charge of Head Quarter Assistant since April 2012.
According to documents in the possession of Early Times the Revenue Department in 2005 had placed the said Junior Agriculture under suspension and was also attached with Divisional Commissioner, Jammu.
"Pending enquiry into the allegation of gross irregularities, misappropriation and mis-use of official position by Ravinder Bakshi Zonal Officer Relief Organisation (M) Jammu is hereby placed under suspension with immediate effect i.e February 1, 2005 and attached with Div Com Jammu", Government order Rev (MR) 24 of 2005 reads.
The sources, however, alleged that no enquiry against said person was conducted. "Due to close proximity with some bureaucrats, Ravinder Bakshi managed to evade enquiry ordered by the Revenue department", source said, adding that the putting Government order in dustbin, the said official also did not join Divisional Commissioner Jammu. It is pertinent to mention here that the official had also served in Relief Organisation (M) as Zonal Officer for 22 years. During his tenure as Zonal Officer, Bakshi had misappropriated and misused his official position.
Sources further said that instead of mending malpractices within Organization, Relief Commissioner, Ravinder Pandita was assigned the job of Zonal Officer/ Camp Commandant to him completely monopolized the Organisation.
"He, (Commissioner) assigned the job of Zonal Officer/ Camp Commandant to sanitary inspectors namely Billu Ji, Avtar Krishan, Shadi Lal and Junior Assistant Rajinder Kilam where under cash payment of crores and ration was being disbursed through non-Revenue official", sources said, adding that in the presence of senior Revenue Officers/ Officials important duties are being assigned to those who even don't have back ground of Revenue affairs. "The Duties of Sanitary Inspector have been specified only for sanitation purposes and not for Revenue affairs," the sources added. |
