Jammu, June 8: Though the Government of India is yet to implement its plan of changing the nomenclature of Pakistan Occupied Kashmir (POK) to Pakistan Occupied Jammu Kashmir(POJK), Kashmir Mirwaiz and chairman All Party Hurriyat Conference ,Molvi Umar Farooq, has reacted sharply against the plan.
Molvi Farooq has gone to the extent of blaming the Modi led Government for trying to "polarize Jammu and Kashmir" which could have dangerous consequences.The Mirwaiz has said that "It is unfortunate that the BJP and its wings are hell-bent to divide J&K in the name of religion and geography. I want to convey to them that all five regions of the erstwhile princely state of J&K including Gilgit, Baltistan, Pakistan Administered Kashmir, Jammu, Ladakh and Kashmir are disputed."
Well without holding any brief for the Modi led Government one need not feel peeved over some kind of plan the BJP led NDA Government has for renaming POK as POJK.For the media in Pakistan and in other foreign countries it is Pakistan occupied Kashmir and Indian held Kashmir whenever they refer to the divided states, one having acceded to India and other under the control of Pakistan.
And if the same media across the border and in foreign lands change the nomenclature of Indian held Kashmir to India held Jamm and Kahmir there should be no problem either for the mainstream politicians or for the separatists. In reality the area under the control of Pakistan is part of the undivided state of Jammu and Kashmir. And the area that has acceded to India is also a part of the erstwhile Jammu and Kashmir state. One can see it from a distance that some areas that were part of the region of Jammu lie in Pakistan occupied Kashmir and the area that has acceded to India is not only that of the valley but major part of the regions of Jammu and Ladakh.
The Jammuites have been clamouring over what they call discrimination of the region of Jammu adding that the Kashmir valley has been enjoying more political and financial power than the Jammu region. These Jammuites cry over disparity in the number of Lok Sabha and Assembly constituencies.
Those who seek parity in these constituencies between the region of Jammu and Kashmir valley argue that area wise Jammu province is larger than the Kashmir valley and as far as the population is concerned the valley as about 60 lakh souls while the region of Jammu has 55 lakh people. This small difference in population does not warrant a difference of nine Assembly seats and one Lok Sabha constituency between the two provinces. While the Jammu region has 37 Assembly segments and two Lok Sabha constituencies the Kashmir valley has 46 Assembly seats and three Lok Sabha segments.
And those demanding end to regional discrimination may feel happy over the plan to christen POK as POJK and Indian held Jammu and Kashmir. Why only Kashmir when the exact name of the state is Jammu and Kashmir.
Yes, Kashmir Mirwaiz is angry because he claims that the area under the occupation of Pakistan is called Azad Kashmir. But for foreign media and for foreign dignitaries the area is Pakistan held, or Pakistan administered or Pakistan occupied Kashmir. And if for the sake of argument the Mirwaiz wants the area under the control of Pakistan called Azad Kashmir why should he not support those who wish to call it Azad Jammu and Kashmir. And if the Mirwaiz feels that the area under the control of Pakistan is Azad Kashmir, which means the area is fully liberated from the control of Islamabad,there needs to be no reason for saying that Kashmir is a disputed territory.
Part of the state are under the occupation of China after the territory was gifted to Beijing by Islamabad. Should that area be called China held Kashmir or China occupied Jammu and Kashmir. While there is some sort of conflict between those who plan to christen Pakistan held Kashmir as Pakistan held Jammu Kashmir and those who want the territory to be called Azad Kashmir should be reminded of the famous quote from Shakespeare.Shakespeare has said " What's in a name? that which we call a rose by any other name would smell as sweet." Thus,names of things do not matter only what things area.
If the Government of India changes the name of Pakistan occupied Kashmir to Pakistan occupied Jammu Kashmir it may not lter the boundaries. It may not lead to the redrawing of the boundaries that divide India from Pakistan. Similarly if Pakistan Government starts calling Indian held Kashmir as Indian held Jammu Kashmir it may not haveany impact on the stat'es accession with India. It may not lead to the abrogation of Article 370 that grants special status to Jammu and Kashmir state within the union of India.
Yes if the plan meets the aspiration of people in the Jammu region who clamour over their discrimination the plan is worth trying. But ending regional discrimination by changing the nomenclature of Pakistan Occupied Kashmir is a far cry. People need parity with Kashmir valley as far as devolution of financial and political powers are concened. As far as the question of setting up delimitation commission which can undo the wrong that has been done to the Jammu region one has to wait till 2026.Yes, the delay can be cut short if the parties in power agree to amend the constitution. However, for amending the constitution you need the support of a two-third majority of MLAs in the House. Since the NC and the PDP are opposed to any such move possibilities for amending the const itution seem to be bleak. |
