J&K Govt watches haplessly, ex-APRO of DyCM enjoys unbridled powers

JAMMU, June 8: National Conference (NC)-Congress coalition government saw rising of several new political faces in Jammu and Kashmir but none matches the power and control of matric pass forest guard turned Additional Public Relations Officer (APRO) of Deputy Chief Minister Tara Chand, Kewal Krishan Sharma.
If the officers who have been shuttled in and out of the education department are to be believed, it was Kewal whose illegal and uncalled for interference in the system led to seven officers being changed within a period of 1 year in the office of Director School Education (DSE) Jammu. One of these officers while speaking to Early Times said that Kewal enjoys unbridled powers and if not pleased with Transfers and Postings, gets you transferred out of the office.
Presently, the department is being run on an Adhoc arrangement with a Secretary level officer manning the office of Director School Education and Secretary Home looking after the office of Secretary School Education. It needs to be mentioned here that Secretary Home Suresh Kumar was Secretary Housing and Urban Development Department when Deputy Chief Minister and School Education Minister Tara Chand was the Minister of that department.
Although, Deputy Chief Minister Tara Chand publicly maintains that he has no relationship with Kewal Sharma and that he has removed him from his personnel staff but reports coming from various officers in Jammu region indicate that the forest guard continues to enjoy power. Whether he has purchased it or someone has gifted him but Kewal can often be seen driving a red Duster car and is often seen with four to five bodyguards of the J&K police around him.
Story of Kewal began in February 20, 1995 when he joined the service in the Forest department as forest guard on the strength of an Along the Line of Control (ALC) category certificate. Born on February 4, 1970; Kewal Krishan rose to the ranks within 3 years and presently, enjoys unbridled power. Kewal Krishan Sharma was posted in the personnel staff of Deputy Chief Minister vide order no. 719-GAD of 2010 dated 21-06-2010.
He was then posted in Mathwar Project, Billani, Jammu. Within days of joining as APRO to Deputy Chief Minister, records available with Early Times show that Kewal applied for service change from forest to Jammu Municipality, vide application dated February 25, 2012. Though this is permitted anymore but the Deputy Chief Minister marked the application to GAD with directions to process for further action.
GAD vide O.M.No. GAD (Estt.)13/2009-11 dated 14-03-2012 sough comments as was no objection Certificate (NOC) from the forest secretariat. Forest secretariat vide letter no: FST/NG/26/2012 dated 09-04-2012 asked Principal Chief Conservator of Forest (PCCF) to process the case of Kewal Krishan Sharma further. The then Chief Conservator of Forests (CCF) Jammu S.C.Sharma vide letter no: CCF-J/Estt/NG/195-97 dated 16-04-2012 gave no objection certificate to Kewal Krishan Sharma.
Sharma's NOC without even looking at the employment rules and manual for induction into services paved way for Kewal's entry into JMC where, according to sources he wanted to be adjusted against the post of Khilafwarzi Officer. However, the process got scuttled midway since the department was taken away from Tara Chand and handed over to Nawang Rigzin Jora, a no non-sense man.
Thereafter, Kewal had some differences with Tara Chand which led to Sharma addressing a press conference wherein he levelled slanderous allegations on Deputy Chief Minister. Tara Chand did publicly dissociate himself from Kewal but all say that he continues to wield influence in the corridors of power. Whether or not government would look into this is a thing to be seen.
