Behind the veil

Early Times Report

Jammu, June 9: President Pranab Mukherjee today has unveiled the main ideals and ideas of the BJP led NDA Government headed by Narendra Modi, during his address to the joint session of the Parliament in New Delhi.
Mukherjee touched main political economic and security issues that confront India and sounded optimistic about the Government's capability of implementing promises that have been made in the Presidential address. Terming the current economic situation as"extremely difficult", Pranab Mukherjee expressed the government's commitment to put India back on high growth path, while containing inflation and making tax regime non-adversarial.
The President remained confident while committing that the Government's first task was to put the Indian economy back on track . He said the Government will work together to usher our economy into high growth path, rein in inflation, reignite the investment cycle, accelerate job creation and restore the confidence of domestic as well as international community in India's economy..
The economy, Mukherjee said is "passing through an extremely difficult phase. For the two consecutive years, our GDP growth has been less than 5 per cent.
Tax collection has declined. Inflation continues to be an at unacceptable level". Referring to the high food inflation, he said the new government will give "top most priority" to contain it.
The government, he added, will take effective steps to prevent hoarding and black marketing and reform the public distribution system, incorporating best practices from the state.
Will the Government be able to fulfill its commitments that it has made in the Presidential address ? This is a vital question in the light of repeated failures of the previous Government in implementing its promises and commitments. One such related to adoption of Women Reservation Bill. The then President of Indi had,in her address to the joint session of Parliament in 2009,given an assurance that Women's reservation Bill would be passed shortly but despite the passage of five years the Bill has not been adopted.
Secondly, people would wish to see the Modi led Government to rein in inflation ,especially the price rise in foodgrains, medicines, essential commodities, including fuel.
Already there are reports which may disturb people.
These reports pertain to the plan of the Government to raise, gradually, prices of cooking gas, petrol and diesel. Once the Government hiked prices of petrol and diesel it would have direct bearing on the price structure of other commodities.
In a word of assurance to minorities, the address said the new government is committed to making all minorities equal partners in India's progress. In addition to this the Government has voiced its views on communal troubles or communal tensions saying that there would be zero tolerance towards those trying to trigger communal violence .People may tgreat it good news when the President said that the Government will deal with firmness the menace or terrorism.
The Government's commitment to build bridges with its neighbours and to promote cordial ties with all other nations is music to one's ears.It is to be seen whether India's neighbours, including those that are considered difficult one's, facilitate Modi's programme or raise hurdles. In fact promoting cordial ties and developing trade links cannot be a one-way traffic. Now that Prime Minister Modi has t aken an initiative in promoting economic and political ties with all countries it is the dutyof these countries to reciprocate New Delhi's plan.
No doubt Modi led Government believes in skill, space and speed,it is to be seen whether his Government is able to check price rise, unemployment level.
His Government has promised to supply 24-hour electricity by 2022 but that is a long term project.
People in most of the states in Indian reel under heat wave and their difficulties have mounted because of prolonged load shedding.people expect miracles from Narendra Modi to the same extent as Kashmiri Pandits nurse hopes of seeing them to get rehabilitated back in Kashmir.
Well more important than the contents of the Presidential address to the joint session of the Parliament is the rate of implementation of those promises that the Government has made in the address because whatever Pranab Mukherjee has stated in his address reflects the Gover-nment's policy, plans and priorities.
