'Comprehensive' package for permanent return of KPs

SRINAGAR, June 9: Narendra Modi led National Democratic Alliance (NDA) at the Centre has drawn up a comprehensive plan for the permanent rehabilitation of the Kashmir Pandits who are living in different parts of the country after leaving Kashmir valley in 1990.
The slew of measures that are proposed to be taken were discussed by a high level group appointed by the Central Government with some representatives of Kashmiri Pandits during a meeting here recently. The plan has been drawn up by the group and it has complete backing of Prime Minister's Office (PMO).
Sources told Early Times that under the plan three dedicated satellite cities would be developed for the Kashmiri Pandits. One city each would come up in Central, South and North Kashmir respectively. The cities would be high tech and would be laced with all the facilities that are provided to a modern city.
"Each city would accommodate at least 75,000-1, 00,000 people and in these cities 2 BHK flats would be provided to the families. These satellite cities are likely to come up on the government land that is available on the either side of the highway connecting Srinagar with South and North Kashmir and subsequently with Jammu," said sources.
Sources said that a medical college each duly recognized by the state government would be set up in the three satellite cities. They said that two Regional Engineering Colleges would come up in every satellite city where the children of Kashmiri Pandits can receive professional education.
"The plan drawn up by the high level group has envisaged formation of 12 police stations in the three satellite cities so that there is no threat to the lives of Kashmiri Pandits. The personnel manning the police stations would ensure that no harm whatsoever is caused by extremist elements to the members of Pandit community," said sources.
"Four degree colleges each would come up in the three satellite cities. In addition to this nine to 12 schools each would come up in the satellite cities. This would ensure that the elementary education of the Kashmiri Pandit is not affected," said the sources.
Sources said that teachers and lecturers for the schools and colleges would come from the Kashmiri Pandit community and as such there would be no employment problem for the youth of community. They added that three MLAs would be elected for these satellite cities so that the problems of each city are taken up so that some solution is found out.
"The blue print of the entire plan has already been framed and it would be discussed with Prime Minister in the coming days. The final decision in this regard would be taken up as and when the PM gives its nod for the full fledged implementation. Coming days are likely to be crucial in this regard," said sources.
