New Delhi to focus attention on Jammu, Ladakh
Paradigm shift in Kashmir policy

JAMMU, June 10: Reports emanating from the New Delhi's all powerful South Block suggest that there will be a paradigm shift in the Kashmir policy and that Jammu and Ladakh, which were virtually considered irrelevant by the earlier dispensations at the Centre, would get their legitimate due share as part and parcel of the state. The report also suggest that the "Centre's new Kashmir plan, contrary to general perception, will not be restricted to rehabilitation of (Kashmiri) Pandits but go much beyond" and that "there will be a paradigm shift in Kashmir policy, with significant strategic and political aspects".
A new plan is being worked out for the State of Jammu, Kashmir and Ladakh, the report, in fact, said.
According to the new plan, "There would be major strategic and tactical development of infrastructure, particularly roads, railways, power, telecom and social sectors like health and education, in the Jammu and Ladakh regions". The plan also says that "the idea is to ensure that we (New Delhi) treat Jammu and Kashmir as one entity, and not single out Kashmir". "There has to be a cohesive policy linking the three regions Jammu, Kashmir and Ladakh," a senior MHA official was quoted as saying on Monday while reflecting on the policy towards Jammu and Kashmir which is being worked out by the Union Home Ministry under the overall supervision and guidance of the Prime Minister's Office.
And if the June 9 report filed by credible news agencies is to be believed, then it can be said that Prime Minister Narendra Modi is taking a personal interest in the Jammu and Kashmir affairs and that he wants an approach that is state-centric and not just Kashmir-centric, as was the case before. "Work on the 'K-Plan' began the day Home Secretary Anil Goswami, himself a Jammu and Kashmir cadre officer, met Modi for a briefing even before the latter formally took charge. Modi clearly told the Home Secretary about his plan to usher in a changed policy on Kashmir would not be totally Valley-centric, as was the case earlier. The Home Ministry has already prepared a draft note that states the Centre will shift its focus from the Valley to the other two regions, Jammu and Ladakh, both bigger than the Valley in terms of area," the agencies' June 9 report said. "A multi-Ministerial roadmap would be put in place to implement the plan, with ministries like Finance, Heavy Industries, Medium and Small Industries playing a key role. These Ministries will give incentives to those wishing to set up industries or industrial parks in the Jammu and Ladakh. The Ministries of tourism and food processing, that can play a key role in boosting the region's economy, will prepare separate blueprints," the report also said.
If all this is true, and there are reasons to believe that all this is true, then it can be said that the people of Jammu and Ladakh, who hitherto were considered third grade subjects and not citizens entitled to a fair share in the governance of the state, will be considered as important as the people of Kashmir. Jammu and Ladakh have suffered immense losses during all these years of independence at the hands of the New Delhi-backed Kashmiri leadership and it would be a great day or a day of deliverance and day of thanks-giving for them when the new Government at the Centre will implement the reported new plan that is being worked out. Jammu and Ladakh must get what they legitimately deserve without harming in any way the legitimate interests of Kashmir has been the line of the neglected people of these two regions.
