15 out of 20 fail to submit mandatory Master Plans
Tourism Development Authorities san accountability

Jammu, June 12: Reflecting total lack of accountability on part of the tourism development authorities of the state which have a pivotal role in development of tourism in the state, only 5 of the 20 Development Authorities have finalized their Master Plans till date.
Sources told Early Times that as per the Development Act 1970, it is mandatory for the Development Authorities to carry out a survey for preparation of a master plan for development of notified areas under the Authority.
"Out of 20 Development Authorities only 5 Development Authorities including Pahalgam, Gulmarg, Patnitop, Kokernag, and Bhaderwah had finalized their Master plans," they said further adding that moreover none of the Development Authorities in the State had submitted Zonal Development Plans to the administrative department for their approval.
They said that as per Master Plan the local area had to be defined into various zones for the purposes of development and to indicate the manner and stages for carrying out development of all the identified areas by the Development Authorities in a time bound manner to levy building permission fees and other taxes to generate own financial resources.
Sources further maintained that as per Act, no person including the Department of Government shall undertake or carry out development of any land or building in the Zone or authority area unless permission for such development has been obtained in writing from the Authority.
They said that proper system for grant of permission for development of land or construction of building was not in place to keep watch on illegal constructions and unplanned development of the areas as a result despite availability of information relating to un-authorized constructions/illegal encroachments in several authorities failed to take appropriate action due to absence of a proper mechanism in this regard.
"A Tourism Master Plan provides strategies and action plans for developing the tourism within a particular site, town and region in an efficient, balanced and sustainable manner for the benefit of local communities, investors and other stakes holders, they said.
They further added that Master Plans outline both an overall development strategy to guide broad development as well as clear, concise objectives which outline specific recommendations to be implemented on the ground.
