Out of RMSA reverie, Omar dreaming RUSA card?

SRINAGAR, June 14: The Chief Minister Omar Abdullah is eyeing to implement a new centrally sponsored scheme meant for enhancing higher education in the state known as Rashtriya Uchitar Shiksha Abhiyaan (RUSA).
The scheme which was launched by the UPA led Government and was yet to be introduced in the state. Only few days back state Cabinet gave a nod for creation of the state mission directorate RUSA. After failing to implement the Rashtriya Mahdyamik Shiksha Abhiyaan (RMSA) how can people believe that RUSA will be a success ? The stake holders say that the Government has to be accountable for RMSA mess first and then only it must go ahead with implementing RUSA.
Rashtriya Madhiyamik Shiksha Abhiyan (RMSA) is a centrally sponsored scheme which was launched in March, 2009 by the Government of India through the Ministry of Human Resource Development (MHRD) with the objective to enhance access to secondary education and to improve its quality.
The implementation of the scheme started from 2009-10. It is envisaged to achieve an enrolment rate of 75 percent from 52.26 percent in 2005-06 at secondary stage within five years of implementation of the scheme by providing a secondary school (High School) within a reasonable distance of 5 kms of any habitation. The other objectives include improving quality of education imparted at secondary level, removing gender, socio-economic and disability barriers, providing universal access to secondary level education by 2017, i.e., by the end of 12th Five Year Plan. Under RMSA Middle schools are upgraded into High schools and High schools are further upgraded into Higher Secondary Schools. The up-gradation of High schools to Higher secondary schools has not fully begun in J&K state but as per data available more than 500 middle schools have been upgraded to High Schools across J&K state till date.
Most of the high school buildings which are supposed to be constructed under RMSA have not been constructed in spite of the fact that Government announced up -gradation of schools more than two to three years back. There are several middle schools in Budgam and Baramulla districts which were upgraded to High school by the Government, but the work on these schools is going at a snail's pace. Government High School Gogaldara Tangmarg in Baramulla district was supposed to be undertaken more than a year back but till date only its plinth work has been completed. Similarly the work on High school building at Check e Shera in Budgam is also not picking up.
Lack of adequate staff
Under the RMSA guidelines adequate staff is to be provided for the High Schools which are upgraded from Middle schools. As per the guidelines the upgraded high school must have five master grade teachers, one headmaster and one junior assistant.
However, not a single master grade teacher was seen to teach 9th and 10th class students.
And one of the local teachers who was promoted from Rehbar-e-Taleem teacher (ReT) into a general line teacher few years back also acted as the in charge headmaster.
This is not an issue with this high school only but there are nearly 300 such schools in J&K which face similar problems thus violating the basic principles of RMSA as well as Right to Education Act (RTE) wherein the Pupil Teacher Ratio (PTR) has to be 30:1. One can understand the technical problems related to construction of the new school buildings under RMSA, but does the School Education department have any logical answer to justify the low PTR or the staff deficiency issue? It is a known fact that teachers are not ready to perform their duties in the far flung villages. And whenever any teacher is send to such places, he or she gets the attachment orders from the top officials of the concerned department within no time, thus leaving these underprivileged children unattended.
Under the provisions of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) the Ministry of HRD even provides adequate money to construct residential hostels for teachers posted in remote areas. But why hasn't J&K Government constructed such hostels?
Reaction from opposition:
While talking to Early Times PDP leader and educationist from Doda Shahab-ul-Haque said that under RMSA the newly upgraded High School gets a recurring grant of Rs 70,000 per year to be spent on the purchase of Laboratory equipment's, water and electricity, purchase of books, periodicals, magazines for library etc. In addition to it Rs 20,000 is provided for purchase of sports items and Rs 200 to be spent on each student during excursions. The inter-district trips are also to be organized by the local high schools for the students. Under this scheme the school teachers are also taken on exposure trips out of the state , but these funds are made available mostly in September or October when the academic session is almost at its completion and students are busy with exams with the result students are not able to fully benefit from such schemes and facilities." He stressed upon the Government to make such funds available during the beginning of the financial year. He further added that Government must complete works on all the pending school buildings which are been constructed under RMSA , otherwise Government has no moral authority to go ahead with new works in the state under a new scheme of RUSA.
