Jammu craves for water as Rs 12.89 Cr go waste
519 bores, not a single well

Jammu, June 15: Disregarding scientific norms for selecting the site for bore wells under State Water and Sanitation Mission by the concerned department, as many as 519 bore holes dug up during 2009-13 were declared unsuccessful after incurring an expenditure of Rs 12.89 crore.
Sources told Early Times that the site for the construction of bore wells had to be selected after carrying out surveys based on hydro-geological set-up and Hydro-geo-morphological (HGM) maps in consultation with Central Ground Water Board (CGWB).
The infringement of the set procedures has deceived the main objective of the programme to provide safe drinking water to the people of Jammu region particularly living in far off areas through bore wells facility under the scheme, they said adding that due to unscientific selection of water resources by the concerned department has resulted into huge loss of tax payer money.
They further said that that the sites for construction of bore wells in Jammu Division were neither selected in consultation with CGWB nor based on any survey. Instead, the sites for bore wells were identified by the concerned legislators with the result that 519 bore holes proved unsuccessful after incurring an expenditure of Rs 12.89 crore during the period 2009-13. Moreover, 14 tube wells were declared dry prematurely after incurring an expenditure of Rs 1.47 crore. The department giving accuses saying that these tube wells were exploratory in nature but fact is that these bore/ tube wells were taken up for execution as part of regular water supply schemes under ARWSP/ NRDWP and funds for exploratory wells were provided separately from the State plan. "With the sharp rise in temperature in Jammu region particularly in plains the demand of potable water has also increased but the negligence on the part of department the many areas have been subjected to suffer hardships due to unavailability of potable water," they said.
