Omar's cabinet unable to effect major administrative reshuffle | Chinks in NC-Cong coalition! | | Bashir Assad
SRINAGAR, June 15: Chief Minister Omar Abdullah has again failed to enforce his writ and ensure major administrative reshuffle in the state at various bureaucratic levels, following dissent in his Cabinet. Interestingly, Sources revealed that the dissent is driven by officers holding key posts, who have often managed to influence decision-making of the Cabinet. It comes as no surprise that they have wielded their influence in ensuring that they are not replaced or shifted to some other ordinary posting. There are also unconfirmed rumors that some ministers have been paid huge amounts of money to stall the administrative reshuffle. Sources reveal that an incompetent and ineligible officer holding the additional charge of one of the cash-rich corporations of the state has ensured the support of a sizable number of Cabinet ministers, particularly from the Congress camp, to retain his additional charge. It is learnt that he is now trying to extend his reach to the Chief Secretary's office through a Deputy Secretary in the same office to rule out any possibility of removal from the post. Sources quoted him as having said, "I have access to the majority of the Cabinet ministers who will make sure that my interests are taken care of." Administrative rejig has also been stalled because some ministers wanted their blue-eyed boys to continue on plum posts. "Every second officer is connected to the power echelons, making it difficult for the beleaguered Chief Minister to effect any substantive change in the state administration, which is suffering from policy paralysis," said a senior bureaucrat who did not want to be identified. It is pertinent to mention that the most pressing reason for the changes at the top level was to win back public goodwill by initiating a slew of administrative and developmental measures. After a humiliating defeat in the parliamentary elections for the NC-Congress combine, the state government wanted to send out the right message among bureaucrats and bring in key persons on strategic posts. It was felt that many giants in the bureaucracy would lose their plum posts as part of this exercise. Sources said that given the stiff dissent in the Cabinet, a major rejig is unlikely to be approved in the next Cabinet meeting. However, some isolated and insignificant bureaucratic changes may be effected for face saving. It merits mention that several deputy commissioners were also expected to be moved by the state government, but it is unlikely now. |
