Probationer manages change of division within 4 months of appointment | Brazen violation of transfer policy in Health Department | | Akshay Azad JAMMU, July 2: In violation of transfer policy of Jammu and Kashmir Health department, a newly appointed doctor has managed his transfer from Kashmir division to Jammu, within four months of his appointment in the department. According to Government order number 132-HME of 2014, dated 4/3/2014, Dr. Sauqib Shafi son of Mohammad Shafi Kar, resident of near Police Station Shopian, district Shopian Kashmir was appointed as Medical Officer in the pay band of Rs. 9300-34800 with grade pay of Rs. 5400 to Health and Family Welfare (Gazetteed) service. Dr. Sauqib Shafi was among the 767 medical officers appointed on regular temporary basis by J&K Health and Family Welfare department and was asked to report Director Health Services Kashmir or Jammu. As per the order, it has clearly been written that all the appointees would be on probation period of two years and were supposed to report in their respective divisions and would remain at the first place of posting for at least two years, as per transfer policy. Sources informed Early Times that holding close allegiance with some bureaucrats or a Minister, Dr. Sauqib Shafi managed transfer from Kashmir division to Jammu division within nearly four months of his appointment in the department. Surprisingly, as per another order number 105/AHJ of 2014 dated, 30-06-2014, the medical officer got himself transferred to Medical College Jammu and has been appointed in Government Medical College Jammu. "Dr. Sauqib Shafi, MBBS has been posted as Causalty Medical Officer (CMO) Medical College and Hospital Jammu", the order read. Sources in Health and Medical Education informed that generally the division of a doctor could not be changed as it was the violation of rule book but Dr. Sauqib managed change of division. "The division of a doctor or medical officer cannot be changed as he is appointed against the vacancy of doctors in that particular directorate. The change of division is obviously violation of rules", a senior doctor said. Pertinently, on Wednesday, the Doctors Association Kashmir (DAK) president Dr. Nisar-ul-Hassan had accused the Health Department of "brazenly violating" the transfer policy. Nisar-Ul-Hassan had alleged that blue eyed doctors have been enjoying the privilege of prize postings in and around capital cities or to their places of convenience. "The favourite doctors remain posted on their places of choice for decades thus violating the very idea of transfer policy," DAK president has reportedly said. |
