Why corruption complaints are pending against senior Ministers?

SRINAGAR, July 11: The Omar Abdullah Government has a lot to answer on corruption. If he had not deactivated institutions like State Information Commission and State Accountability Commission (SAC), most of the skeletons would by now have tumbled out and some leading lights of the Government could have met the fate of A Raja and Suresh Kalmadi," this was the statement issued by PDP president Mehbooba Mufti to the press a few days back. She said only an honest investigation into allegations of corruption against NC top leadership can bring them to justice.
However, Omar criticized PDP for its "bizarre behaviour of making the party a safe castle for elements having corruption charges and bad reputation."
"Inducting elements with charges of corruption in the party fold and allotting tickets to them (for forthcoming Assembly elections) speaks volumes about the lust of the party to grab power by hook or crook," Omar was quoted as having said. Statements on trading charges of corruption apart, much senior Cabinet Minister of the NC-Congress coalition are facing charges of corruption or wrongdoings. A senior Minister was accused of according undue favours to his son and self. The complainant before the SAC had accused him of bungling crores of rupees from the state exchequer. The complainant had stated that the Minister gave a contract worth Rs 2 crore to his son for preparing smart cards for Secretariat employees in gross violation of codal formalities. Similarly, it was alleged that a treaty had been executed and commission worth Rs 12 crore earned by the Minister in respect of computerization of 5 lakh employees' data base commonly known as Computerized Personal Information System (CPIS), the complainant said. The Minister's son who runs his business from Jammu owed a whooping amount of 4 million as dues to PDD.
In another Instance, another senior National Conference leader and Minister for Consumer Affairs and Public Distribution, Chowdhary Mohammad Ramzan is accused of constructing building in the posh Humhama area, in total violation of the master plan. The Jammu and Kashmir High Court had recently directed Divisional Commissioner Kashmir to prevent any construction at New Friends Enclave Humhama site where the Minister is coming up with buildings in alleged violation of Master Plan.
Many senior most leaders of the Jammu and Kashmir Pradesh Congress (JKPCC) who are calling the shots in the Jammu and Kashmir are involved in the serious 'graft cases'.
Apart from Shabir Ahamed Khan, Deputy Chief Minister of Jammu and Kashmir and the senior leader of Congress Tara Chand was accused of swindling the money in the Urban and Local bodies Department. A massive recruitment racket was reported in Urban Local Bodies department in 2011, the flagship department that oversees local governance through municipal bodies across Kashmir. In 2011, a complainant Saquib Mushtaq of Qamarwari had named former R&B Minister, GM Saroori, Urban and Local Bodies Minister, Tara Chand, PHE Minister, Taj Mohi-ud-Din, Member Parliament, Lal Singh and a former Managing Director of Jammu and Kashmir Projects Construction Corporation (JKPCC), Dileep Thusoo of being involved in land grab and embezzlement of public exchequer.
In another example, senior Minister of the State Congress Taj Mohi-ud-Din was accused of turning "blind eye to a multi-crore scam" in PHE Division Rajouri according to complainant. The PHE department under Taj was accused of purchasing substandard pipes above the market price and issuing contracts without proper tendering causing loss to the exchequer to the tune of crores of rupees. One of the senior most leaders of the Congress party and Jammu and another senior Minister was too involved in the 'infamous' copying scam, and helped his foster son to qualify matriculation examination by using unfair-means. In another case, in the infamous Panchayat Ghar scam, he was accused that during his tenure as Rural Development Minister, he had purchased computers, cement, steel trunks, furniture and various other items of daily use worth Crores of rupees on exorbitant rates. A complainant alleged that the Minister, his PRO and project officer had purchased goods on higher rates and misappropriated funds to the tune of crores of rupees.
Another infamous scam worth over Rs 1000 crore involving Dr Manohar Lal Sharma a senior Congress Minister was reported some years ago. Sharma was found involved in a Housing Cooperative Society scam. In a complaint by one Satish Sharma, it was alleged that JAKFED scam worth over Rs 1000 crore has hit the state and that Minister himself had occupied the posts of Chairman of JAKFED, State Cooperative Bank, J&K State Cooperative and Rural Development Bank (SCARD Bank), which is against Rule 25 of Cooperative Societies Act, which provides that no legislature can become Chairman of Cooperative Society. Another Senior Congress leader and Minister for R&B, Abdul Majid Wani were accused of a multi crore timber scam.
