| CHC Hiranagar, DH Kathua, PHC Dinga made payments, flouting norms | | Mismanagement in accounts of Health institutions | | Akshay Azad
JAMMU, July 11: Irregularities have come to fore in account management of various health institutions of district Kathua, as payments to the tune of several Lakhs have been made by authorities, flouting codal formalities while the cheque book receipt registers were also not maintained.
According to the documents in possession of Early Times, at Community Health Center (CHC) Hiranagar four batches of ASHA workers were trained on May 15, 16, 17 and 19, but the account of said training programme was not prepared and payment to trainers and trainees were made without preparing bills and pass orders.
Moreover, an amount of Rs. 32,600 vide bill dated 19-5-2014 was made to M/S Sharma Tea Stall, Main Bazar Hiranagar for providing tea, snacks and lunch to ASHA workers, but that too without observing codal formalities as required under rules.
The documents further read as an amount of Rs. 24450 was also made vide bill number 120, dated May 20, 2014 to M/S Nav Bharat Printers on account of printing 978 sheets (colour print) of RBSK training material without observing codal formalities and also the said items were not entered in the stock register. The department has paid Rs. 25 per colour print, which was much higher than market rates.
In case of district Hospital Kathua, cheque book receipt register was not maintained, besides payment amounting Rs. 1, 43096 and payment of Rs. 10,7089 was made to M/s Dhanwantri Medical Agencies Kathua vide cheque number 05172614 dated March 28, 2014, on account of cost of drugs purchased under JSSK and that too without placing supply order but surprisingly the items of said bills were entered in the stock register of hospital.
In case of PHC Dinga Amb, an amount of Rs. 18,207 was paid to M/s Pawan Arts Service Ghagwal in response to bill number 797 on account of painting work at PHC Dinga Amb, preparing comparative statement and also without placing supply order.
Surprisingly, the PHC Dinga Amb administration has also purchased a stabilizer for deep freezer from M/s RK Electronics National Highway Dayala Chak without following proper procedure that is without calling quotations. |
