Kishtwar, July 13: The project management of 850 MW Rattle Hydro Electrical Power Project presently under construction in Drabshalla village of Kishtwar District today decided to stop all construction work at project site after Bhartiya Janta Party Yuva (BJPYM) yesterday forced them to close the office over the issue of denial of jobs to the local youths hailing from Kishtwar town and its adjoining areas.
The BJYM activist led by senior leader Shashi Badyal while talking to "Early Times" said that the project management is befooling the locals of Kishtwar District, particularly the unemployed youths of Kishtwar town and its adjoining areas on the name of providing jobs to the project effected families and added that under the grab of project affected families, both principal company GVK and sublet L&T appointed non locals in the project at the cost of the local unemployed youths. He said that both the companies have appointed over 600 people and added that most of them are non locals. He said that BJYM leadership believes in peace and added that project management forces them to choose agitating path. He said that the party will intensify its agitation against the politically motivated appointments done at behest of local MLA Inderwal Ghulam Mohammad Saroori and Minister of State for Home Sajjad Ahmed Kichloo.
He warns the project managements against denying jobs to locals of Kishtwar and its peripheries and says that they are firm on its stand of not allowing the company to move ahead with its construction work until and unless the company agreed with demand of adjustment of locals. He said that administration has failed to gage the company from making appointment of outsiders. He said that they are waiting for return of DC Kishtwar who is in Srinagar in connection with official work and added that final course of action will be taken only after meeting with DC Kishtwar who is also the chairman of Rehabilitation Plan.
While confirming the closure of all project works, senior GVK official S K Singh informed the "Early Times" that both GVK and L&T were forced to stop the work. He said that it has become a routine work of various unions to disturb the work at project site on one or other pretext.
"For construction of any project, it requires as favorable atmosphere which is lacking under present circumstance," said V K Singh. He said that due to prevailing law and order situation beside threat to life and property, the project management decided to stop the construct work of project with immediate effect till the final settlement with different stake holders. He said that the project is being constructed on Private Public Partnership (PPP) mode and any delay will be a suicidal and the company cannot afford the losses. In a question regarding appointment of non locals in the project, Mr. Singh said that anyone is free to commit without knowing the facts. He said that company is purely working on the guidelines set in the Memorandum of Understanding (MoU) signed between the company and the government to be executed by the local administration.
Meanwhile, project head Martin Bookly of Switzerland last night resigned from the post. The sources said that Mr. Bookly was disappointed over the lack of support from project management over the issue of appointments of influential youths. He has also reportedly brought the matter of indiscipline in the GVK management at Drabshalla and continuous pressure from local union leaders to company heads, but after find no support from the top brass of the company, he (Bookly) left with no other option except to tender his resignation to save himself from further humiliation on part of the GVK top management.
When question regarding resignation of Mr. Bookly was asked to GVK incharge V K Singh, he refuse to commit over it and said that the issue is beyond his jurisdiction to comment on.
It is worthwhile to mention here that project will help the state in reducing the power deficit crises, beside will also help the state in saving nearly Rs 1500 Cr power tariff bills annually. The project will be constructed in a joint venture with Jammu & Kashmir State Power Development Corporation Ltd (JKSPDC) for procurement of power on a long-term basis under Build, Own, Operate and Transfer (BOOT). As per the agreement, GVK will hand over the project to the state government after the period of 35 years from the date of commissioned settle for 2017. Rattle Power Project is the first hydro power project in the country that has been awarded through a tariff based competitive bidding process. This project also has the unique distinction of being the first private sector investment in the power sector and state will get 16 % of free power from the GVK Power and Infrastructure Limited which includes 1.5 % for local area development and out of the remaining power the company will sell power to the state at a cost of Rs 1.44 per unit, which is less than the unit price paid by the state government to Northern grid.
