Heads missing, office bearers assigned district posts with twin charges | 125- year-old Sericulture deptt in absenteeism | | Avinash Azad
Jammu, July 13: Notwithstanding huge potential for cocoon production, 125 -year- old Sericulture Department of Jammu and Kashmir, facing tough days in absence of district heads, since the higher authorities instead of appointing district level posts of Deputy Directors prefers internal adjustment for routine works. Moreover, each officiating Deputy Director, Sericulture department in Jammu division has been holding responsibility of two districts. Sources told Early Times that in Sericulture Development Department except Jammu, all districts of the division are being headed by managers. "Presently Jammu district has full-fledged Deputy Director, who was appointed through PSC, other districts are being headed by the managers who were given charge of Deputy Directors", sources said, adding that non-availability of district heads was hampering the functioning of department. Sources further said that all officiating Deputy Directors were given charge of twin districts. "Deputy Director, Sericulture Department Rajouri is holding charge of Poonch district also, Jammu-Samba districts being headed by Deputy Director Jammu, similarly situation has been prevailing in Doda-Kishtwar, Udhampur-Reasi", sources said, adding that Seeds Manager, Batote has been holding the charge of Deputy Director Ramban and Chief Project Officer. They further said that the department has sufficient number of deserving candidates who have required education for the post of Deputy Director. "In Jammu division department has a number of Sericulture Officers who have done BSc and Post Graduate Diploma in Sericulture (PGDS)", sources said, adding that due to unknown reasons they are not being given promotion by the department. It is pertinent to mention here that the Sericulture industry in state was very old origin and department of sericulture was created in the year 1889 under the monopolistic control of government to promote silk industry in the state. For further exploring the industry mulberry nurseries, silkworm seed stations and silk reeling/weaving factories were established by government. The main role of the department is to help farmers to adopt better technology and to facilitate establishment of infrastructure for farm production and marketing. New avenues are being explored for investment. |
