Illegal clinics operational in Rajouri with impunity from law

Rajouri, July 23: Right under the nose of the district administration, unauthorised clinics and diagnostic centres have been operating in the vicinity of old and new district hospital complexes here.
According to the complaints received from the people, many of these diagnostic centres do not have qualified staff and standard equipment.
Several reports prepared by these diagnostic centers are alleged to have proved fake that has put many people in stress and trauma as they were told that their patients were suffering from dangerous diseases like kidney failures,cancers, liver damage etc.
When such patients were rushed to hospitals in Jammu, Srinagar and the neighbouring states, all the tests conducted at Rajouri were found to be fake and patients were told that they were suffering from minor diseases.
In one such case, the relative of Ahsan Mirza was detected by "Aftar Diagnostic Laboratory" as suffering from a dangerous disease. When the patient was rushed to a top Jammu hospital, a minor abdominal pain was detected and he was sent back home with the assurance that he was alright.
"We have approached the Chief Medical Officer, senior police officers and concerned officials to investigate the matter and check the licenses and infrastructure of these diagnostic centres," said Mirza.
Health authorities including CMO were aware about some authorized diagnostic centers operating in the vicinity of the district hospital till today.
In the month of June, Chief Madical Officer vide his office No CMO/EST/NHCE/R/2014-15/1563-67 had requested the SSP to conduct investigation against unauthorized clinics/diagnostic centres, but no action was taken till today.
After the complaint of Mirza against Aftar Diagnostic laboratory, CMO vide his office letter No CMO/NHCE/R/2014-15/2720-27 dated 19/7/14 wrote to SSP to investigate the matter and take necessary action under law.
Today when Ahsan Mirza called a press conference, the owners of After Diagnostic Laboratory closed their shop and disappeared from Rajouri.
The laboratory is being run by Mohd Aftar, Parviaz Begam both resident of Ujjhan (rajouri) and Mohd Abdullha of Nadian (Darhal). According to CMO, Pervaiz had left the partnership in the month of January and another unidentified person joined the partnership and were running the laboratory without proper permission as per the J&K Nursing Homes and Clinical Establishment Act.
It is pertinent to mention here that the matter of unauthorized operation of such establishments was in the notice of Health and police departments but no action was taken against Aftar Diagnostic center till today.
The agents of such unauthorised diagnostic laboratories can be found moving frequently inside the district hospital in search for their "preys" and luring the attendants to get the tests done from their laboratories.
Whether the hospital authorities were also getting some commission from such agents, is a matter of investigation. Ahsan Mirza and others said that if the district administration failed to take any action against such violators they will approach the court.
