Justice Gandhi to visit Padder today

Kishtwar, July 23: Justice retired R C Gandhi appointed by the Jammu and Kashmir Government to probe the August 9 violence in Kishtwar last year today recorded statements of eight more witnesses including a police Sub Inspector who played an important role in saving at least four persons who were caught by the unruly mob.
As per the details available with "Early Times", overall 12 persons deposed before the Justice Gandhi Commission in last two days which include eight witnesses today. Among the eight witnesses who deposed before the judicial commission today include Sub Inspector Nayeem-ul-Haq Mattoo and a religious scholar Ram Sevak. The sources within the commission informed the "Early times" that the statement of Sub Inspector Nayeem-ul-Haq Mattoo was key as he was among the few police personal who remained on ground till the riot was controlled.
During his day long stint, Sub Inspector Nayeem Mattoo without fearing for his life rescued four persons from the clutches of the unruly mob who tried to lynch them. Among these four persons, he (Nayeem Mattoo) saved two persons inside Chowghan ground, one each at Bunastan Chowk and Kuleed Chowk. While saving the life of four persons, the police officer was roughed up by the mob.
In his statement before the commission, the police officer elaborated before the commission the events that took place on the rioting day and role played by him. He also informed the commission that Dy SP Farooq Qaseer who was Dy. SP HQ Kishtwar on August 9 last year helped him in rescuing one of minority community member at Bunastan Chowk in which he (Farooq) also received injuries.
Another important witnesses Ram Sevak, a respected religious scholar in his statement threw light on the historic aspect of the communal harmony and brotherhood in Kishtwar and informed the commission about various sequence of events that could perhaps be the reasons behind the out breaking of August 9 communal violence.
Meanwhile justice Gandhi has decided to travel to Padder area of the district tomorrow to record the statements of 18 witnesses summoned by the commission in connection August 10 Padder violence that followed by August 9 Kishtwar violence in which one persons identified as Lassa Khandey was brutally murder by the unruly mob protesting August 9 violence incident at Kishtwar. After spending two days at Padder, Justice Gandhi Commission will return back to Kishtwar. After returning Kishtwar, Justice Gandhi will issue fresh summon to the witnesses who did not turn before the commission for recording their statements. In case the witnesses summoned by the commission did not turn again, the commission will treat their affidavits and statements as null and void. The sources said that Justice Gandhi in addition to recording the statements of the witnesses is also examining the documents submitted to him by various agencies with regard to Police Investigation including the investigation conducted by the Special Investigation Team constituted by the DGP for speedy probe in over 15 FIRs registered by the police in Police Station Kishtwar and Padder.
The commission in his preliminary scrutiny of the documents found several lacuna in SIT and police investigation in which several people were framed innocently while several culprits were allowed to go scot free thus continue to pose the threat to peace and communal harmony.
It is pertinent to mention that Justice Gandhi gave clean chit to Minister of State for Home Sajjad Ahmed Kichloo on December 21, last year in his interim report followed by his re-induction in Omar Abdullah's council of ministers next day. Kichloo resigned on August 12 on moral grounds to pay way for fear probe into the violence related incidents.
