J&K's MGNREGA shocker; just 24.82 percent funds spent in 4 years | | | Early Times Report JAMMU, July 23: Rural Development Ministry of Jammu and Kashmir has spent just 24.82 percent of total funds available with it for implementing Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The scheme is centrally sponsored yet the Ministry which has been tasked with overlooking the implementation of this scheme has failed to spend funds meant to provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. According to an official report, a copy of which is with Early Times, of Rs. 14036.00 Lakh released by the Central Government till July 14, 2014; J&K has spent a meagre Rs. 3485.36 crore. This is exactly 5.18 percent of the funds released by the Central Government and supplemented by the 10 percent share of the funding by the State Government on yearly basis. Taken aback by this huge variation, Union Rural Development Ministry has asked the State Government to establish a system that would ensure provision of work as per demand. It has further directed the Government to ensure that at least 60 percent of the works to be taken up in a district in terms of cost shall be for creation of productive assets directly linked to agriculture and allied activities through development of land, water and trees. It has further proposed that the wage-material ratio for works taken up by agencies other than Gram Panchayats is counted at the district level to facilitate taking more durable assets. Rural Development Ministry has been asked to direct the ground staff to ensure that associated outcomes of each work are estimated before taking up the work and the same is measured on completion of the work - thereby bringing in more focus on outcomes. The quality of the assets is sought to be improved through better planning and closer technical supervision. J&K has been asked to operationalize the provision relating to compensation for delayed wage payments as per Para-29, Schedule II of MGNREGA 2005. Government has been further asked to strengthen Social audits of MGNREGS works in accordance with the provisions of the Audit of Schemes Rules 2011 issued in consultation with the Comptroller and Auditor General of India. With a view to avoid bogus attendance and to check instances of tempering and misuse of muster rolls, state has been asked to introduce e-Muster system. For smooth fund flow, state has been asked to strengthen electronic Fund Management System (e-FMS) to reduce delays in payment of wages. J&K has been again asked to appoint Ombudsman at the district level for grievance redressal besides taking the state and district level Vigilance and Monitoring Committees seriously. |
