Incompetent catapulted to DSE chair Is there dearth of KAS/IAS officers in J&K? 7/24/2014 11:45:03 PM K Koushal JAMMU, July 24: Be it political influence or the lack of competent cadre, a dark duckling has been turned into 'swan' in the School Education Department which almost is witnessing a make shift arrangements for quite a long time in recent past. If recalled here the Director of School Education has virtually seen a musical chair game with quick shifting of atleast seven Directors with a short span of time. Pertinently, on July 16 former Director Tushar Kanti Sharma has been transferred and all the powers have been given to HR Pakhroo. The question arises here is whether there is shortage of KAS/IAS officers in the state or it was well planned conspiracy as the post of Director is of KAS or above cadre. If sources are to be believed, after managing undue favour to Joint Director and Principal SIE, some politically influential persons who were in news for giving boom to the business of transfers will get undue benefits. According to highly placed sources in School Education Department, HR Pakhroo, Principal State Institute of Education (SIE) and Joint Director School Education has only given the undue favour to satisfy the misdeeds of the some of the politically influential and give boom to the business of transfers under the veil. "In view of alleged violations in transfer policy at large, General Administration Department (GAD) had seized all the powers of Director School Education and now the charge has been given to an incompetent person," sources claim . Admitting that all powers and charges of Director have been given to Principal SIE, HR Pakhroo, Commissioner Secretary School Education, Nirmal Sharma when contacted by Early Times said that as former Director was too senior, hence Cabinet shifted him for the post of Secretary to Government.
