On DySP's "wrong" report, accused Estate Deptt employee reinstated
For their alleged wrongful act, some cops "allotted" quarters

JAMMU, July 25: Whether deliberately or being hand in glove with the accused, a DySP allegedly issued No Objection Certificate (NoC) to an Estate Department employee who was booked under NDPS Act in Pacca Danga Police Station.
Based on the NoC, the Estate Department, reinstated the employee who was suspended after a FIR stood registered against him.
Highly placed sources in the Estates Department said that the accused managed his re instation on the basis of alleged manipulation in the case registered against him under NDPS act and FIR No 126/2012 ,but NOC was issued to him against FIR No 128/2012 under section 341/323/34 RPC which stand against one Sumit Kumar Mugli s/o Sajjan Kumar of Dogra Hall Jammu.
They alleged that for issuance of illegal NOC, some police officers were rewarded with the allotment of quarters of Estate Department somewhere in Jammu which needs to be probed.
As per documents available with the ET, one Rajiv Gupta, working as Junior Assistant in the office of Deputy Director Estates Jammu was placed under suspension vide Order No 149 DE 2013 dated 13.3.2012 after he was arrested by Panjtirthi Police with 25 bottles of banned drug. He was booked under NDPS act against FIR No 126/2012.
The case took twist when then SDPO City North Kulbir Handa vide his letter No 1132/SDCN dated 3.10.2013 clarified, " Rajiv Gupta is not involved in case FIR No 128/2012 u/s 341/323/34 RPC. Neither he is complainant nor accused in the said case. No case has been registered in connection with possession of Corex (banned drug) in police station Pacca Danga Jammu, as reported by SHO Police Station Pacca Danga, Jammu".
Based on the police report, the alleged accused, was reinstated under Order No 543 DE of 2013 dated 18.11. 2013. The Director Estates in it order said, " Where as the case has been examined by the department and in view of Police Report which revealed that Rajiv Gupta, Jr Assistant(Adhoc) was placed under suspension on the basis of news item that he was caught carrying Corex bottles in his car. Consequent upon the report of the concerned SDPO City North Jammu Rajiv Gupta is hereby reinstated with immediate effect .Further, the period of suspension will be settled by the Dy Director Estates Jammu prescribed under rules".
Meanwhile, then SDPO North City Kulbir Handa when contacted, shifting the blame on SHO Pacca Danga, said that the NOC was issued by him based on the case reports forwarded by SHO concerned.
SSP Jammu Uttam Chand, when contacted said that the matter is would be probed and action would be taken against erring cops accordingly if found true.
