Separatists not creating conditions conducive for Indo-Pak talks

Some separatists in Kashmir have started demanding a summit level talks between India and Pakistan for the purpose of resolving various bilateral problems, especially the Kashmir issue. Chairman, APHC, Molvi Umar Farooq, while supporting the need for the resumption of a composite dialogue between New Delhi and Islamabad has stated that the amalgam he heads will help the two to promote cordial ties. Well this is a sweet sermon which does not seem to be palatable to New Delhi and to the mainstream political leaders in Jammu and Kashmir. In fact for the resumption of the process of bilateral dialogue New Delhi is awaiting an atmosphere which could be conducive for result oriented talks. But this atmosphere has been missing since 2008 Mumbai terrorist attack that had been, as India believes sponsored by agencies in Pakistan. Despite the killing of over 166 people during the attack in Mumbai New Delhi agreed to resume the process of dialogue and it is not known which are the agencies in Pakistan that, try to sabotage the process of bilateral dialogue. Back to the Kashmir valley what is disturbing and unfortunate is the way separatists have not done anything which could have created atmosphere conducive for talks. After the bitter experience of 2010 when parts of the Kashmir valley were torn by civil strife in which 120 people were killed in firing opened by security forces, these separatists have relished triggering trouble in one form or the other.
Instead of creating conditions which could be conducive for talks between New Delhi and Islamabad these separatists have shown consistency in giving calls for poll boycott, for hartals for shutdown and for taking out protest rallies. And invariably people take to the streets while honouring the call for shutdown given by the separatists. The result is clashes between the protesters and the security forces in which civilians get killed and injured. Once this happens there are violent demonstrations against police action. There is no end to trouble. These disturbances give an opportunity to militants to carry out acts of subversive violence. You have constable getting killed in Bijbehara in south Kashmir, another getting eliminated and several injured in bomb explosion, triggered by militants, in Sopore. Scores of people get hurt in police lathicharge and teargassing when crowds attack a police station near Tulamulla in Ganderbal district. And if Molvi Umar calls for summit talks between Prime Ministers of India and Pakistan he cannot be faulted but can be blamed for nursing such an ambition when he and his fellow travellers have done nothing to create an atmosphere which could promote resumption of talks. Mirwaiz Umar Farooq, has demanded summit level talks between Indian Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif."We welcome the initiative of India and Pakistan to hold Foreign Secretary level talks to discuss a roadmap for dialogue between the two countries. However, these talks shouldn't remain confined to bureaucratic level. We want summit level talks between the two countries," Mirwaiz has said. The Foreign Secretaries of India and Pakistan will meet on August 25 to revive the dialogue process between two countries. Mirwaiz said Hurriyat (M) has always been in favour of talks between India and Pakistan."We have many times reiterated our stand on supporting the Indo-Pak dialogue. Hurriyat is always ready to help to create a cordial relationship between the two countries to find the amicable solution of Kashmir issue. And it is in this context critics of the Maulana and his fellow travellers demand that they should stop giving repeated calls for hartals and protest rallies. If they do so chances for atmosphere getting conducive for bilateral talks can become bright. Holding talks or resumption of the process of dialogue is a two-way traffic. You cannot expect New Delhi to invite Leaders from Islamabad for talks if the Pakistani Army and the Rangers keep on attacking Indian border outposts and pickets with gun and mortar fire on the LOC and the IB in Jammu and Kashmir. You cannot expect New Delhi to open the channels for summit talks when the Pakistani troops keep on assisting groups of militants in sneaking into Jammu and Kashmir. The Kashmiri separatists may be praised if they appeal to militants, operating in Jammu and Kashmir, to abandon their armed campaign against the Government. Separatists could earn appreciation if they appeal to the establishment in Islamabad to ensure that Pakistani troops stop violating ceasefire agreement and suspend their support to militants who wish to cross over to Jammu and Kashmir for escalating the level of violence. New Delhi should wait for the Assembly election to end in Jammu and Kashmir so that it has a clear idea about the plans of Pakistan and its agencies. In case the Assembly poll process remained an incident free affair New Delhi could explore the possibility of discussing some bilateral issues with Islamabad.
