PSC functions with just 2 members | | | M Rafiq
SRINAGAR, July 27: The work in the state's premier recruitment agency-Public Service Commission (PSC)-has virtually come to a halt as the Commission happens to be deficient of six members against the total strength of eight members. In the last three years, six PSC members have retired and the resulting vacancies have not been filled so far. Five years term of three members including M M Bhat, R L Bharti and H S Goswami ended in May 2011, while as its ex-member Tara Singh retired in December 2009. The term of another member Javeed Makhdoomi also ended in January 2013 while as Khazir Mohammed Wani completed his term on March 2 this year, leaving the PSC with only two members and the Chairman. Sources told Early Times that the functioning of the premier recruitment agency gets affected as members of the Coordination Committee of the coalition partners have failed to arrive at a consensus on appointing new members of the Commission from the past two years. A senior PSC official on the condition of anonymity said "There is a tussle going on between National Conference and Congress over finalizing the names of candidates for these coveted posts." He said the coalition partners are delaying in making the selection of PSC members, which has been functioning with just two members against the strength of eight besides a Chairman. Both NC and Congress have failed to finalize the list of the probable candidates and were pushing their favourite candidates for the six PSC vacant posts, he added. NC led coalition Government had announced that it would fill hundreds of vacancies in education and other departments ahead of Assembly elections scheduled to be held November this year. The recruiting agency has received applications from aspiring candidates for filling up 1,651 posts of assistant professors in addition to it also received applications for 50 administrative officers. Sources said number of posts has also been referred to the PSC but no headway has been made on filling those vacancies as the PSC itself is short of recruiters, which will be completely defunct within couple of months. As Assembly elections are few months away and Model Code of Conduct (MCC) is likely to be put in place from September after which Government can't take any decision. As per the rules, the PSC has strength of eight members, besides a chairman. The incumbent PSC Chairman S L Bhat retiring on September 8 this year while as its two members Masaud Samoon and K B Jandial are retiring on August 8 and November 16 this year respectively. |
