Jammu, July 31: The Jammu and Kashmir Police and other enforcement agencies in Jammu have reportedly budged to the pressure of a non-state subject holder, as despite High Court orders staying the construction work in Trikuta Nagar area, same has been going on rampantly, in total violation of HC directions.
According to details available with Early Times, it has been observed that in Khu Wali Gali near Bija Pump House, Extension Trikuta Nagar, Phase-1, residents had appealed before Jammu Municipal Corporation (JMC) for blacktopping of the lane, connecting around a dozen houses.
Giving nod to the request of residents, JMC authorities begun exercise to make up the proposal for blacktopping the lane, but the residents shocked to observe a new development in the area, as a non state subject, allegedly encroached upon the lane and constructed a house in April 2012.
The residents of the locality Daljeet Singh, Dr. Kamaljeet Singh, Jatinder Singh beside others, informed Early Times that they complained before Minister of Relief, Revenue and Rehabilitation department, concerned Station House Officer and other enforcement, seeking immediate action against the encroacher but no action had been taken by any authority.
The residents further claimed that after getting cold shoulder from all the enforcement agencies, they knocked the door of High Court against the encroacher and after incessant struggle, on February, 18, 2014, they secured a stay from High Court. In the stay order, which is in possession of Early Times, HC has observed that Manmeet Singh (alleged encroacher) shall not proceed by making any construction on spot, beyond approved plan. The High Court has also directed JMC authorities to submit status report regarding construction raised on the spot, within four weeks.
The residents of the area claimed that the construction work has been going in even today, in violation of High court order, besides while castigating enforcement authorities, they said that the JMC authorities had also failed to submit status report even after more than five months.
"Though Manmeet Singh has a fictitious state subject, which also came to fore after assessing data from Deputy Commissioner’s Office Jammu through RTI", the residents claimed, adding that the encroacher was hand in glove with a senior politician of the area, making him inert to any action by any enforcement agency. They further said that the HC orders were being flouted brazenly by the encroacher and the enforcement agencies have been maintaining a criminal silence, due to reasons best known to them.
They appealed Chief Minister and Housing and Urban Development Department Minister to take strict action against the officials of enforcement agencies involved in the entire scam to save the sanctity of High Court.
