Sarpanchs stage walkout from PRI meet, resent non serious approach of administration

Kishtwar July 31: About 200 Sarpanchs and Panchs of District Kishtwar today staged walk out from the meeting regarding strengthening of Panchayati Raj Institution called by the Additional District Development Commissioner (ADDC) Kishtwar Avtar Singh Chib at new DC Office Complex Kishtwar after the administrative representative failed to give convincing replies to the queries of the elected representatives regarding non serious approach and conspicuous absence of the majority of the heads of 14 departments falling under J&K PRI Act.
After staging walkout, the agitating Sarpanchs/Panchs held at strong protest outside new DC Office Complex Kishtwar and blocked Kishtwar-Padder road for more than 45 minutes before Deputy Commissioner Kishtwar intervened and assured strict action against the officials showing non-serious approach towards issues pertaining to strengthening PRI in Kishtwar District.
The agitating village heads informed "Early Times" that various departments violate the rules and regulation falling under PRI Act. They said that the departments prepared the annual plans without consulting them and added that no Gram Sabha was held by any department before finalizing the annual plan. They also raised the issue of non payments of MGNREGA wages to job card holders for the year 2013 and demanded immediate sanction of monthly honorarium in favour of Sarpanchs and Panchs. During their meeting with DC Kishtwar, the Sarpanchs and Panchs laid stress on increased role of Panchayats in decision making. They also demanded immediate detachment of all teachers and masters attached in city schools from villages. They also raised the issue of water crises, lack of health facility, absenteeism in government offices, shortage of ration and several other issues of public importance . In response to allegations of non serious approach of various heads of the departments, Deputy Commissioner Kishtwar marked the attendance of each and every department and found several District Officers absent from the meeting. DC Kishtwar immediately ordered for withholding of salaries of AD CA&PD Kishtwar, DFO Kishtwar, DFO Marwah, beside seeking explanation from Executive Engineer PHE, PDD, CEO Kishtwar, CMO Kishtwar and other officers for remaining absent from the meeting. DC Kishtwar also asked some lower rank officers of the department who had come to represent the departments unauthorizedly to leave the meeting. DC Kishtwar in his address termed the Sarpanchs and Panchs as ear and arms of the administration and added that government as well as the administration are committed for strengthening of PRI in Kishtwar District. He assured all the participants that their genuine demands will be addressed on top priority and fixed the next meeting with them after 15th of August. He also directed the concern agency to issue minute of meeting of all the meetings held with the Sarpanchs and Panchs so that the progress of issues raised by them and redressal on part of the administration could be assessed. DC Kishtwar warned all the sectoral and District officers against any non-serious and lethargy towards PRI meetings. On the recommendation of participants of the meeting, DC Kishtwar recommended the name of District Horticulture Officer for best services award to be presented to him on the eve of Independence Day. Sapranch Tariq Hussain Wani, Bidya Lal, Manoj Kumar, Ghulam Mohammad, Daleep Kumar and others also spoke on this occasion.
