Only one meeting of Contract Labour Advisory Board held in 44 yrs | Omar Govt least bothered about labour class welfare | | Arun Singh JAMMU, Aug 20: The indifferent attitude of the State Government towards the labour class working in various industries can be well gauged from the fact that only one meeting of Contract Labour Advisory Board has been held in 44 years since the enactment of the Contract Labour Regulation and Abolition Act 1970. Sources told Early Times that the Contract Labour Advisory Board, which is entrusted with the responsibility to look after the overall functioning of the Contract Labour Regulation and Abolition Act 1970, had to give its recommendations for the welfare of the contract labour and action against employer if found violating Act. "It is very unfortunate that only one meeting has been held since 1970 when the Act was enacted. The only meeting which was held in 2008 under the chairmanship of then concerned Minister Mangat Ram Sharma yielded no result and proved to be a futile exercise," they said. As per guidelines of the Act, it is mandatory for the Board to hold at least two meetings per year for recommending welfare schemes for the contract labourers, they added. More than 50,000 thousand workers are working as contract labour in various industries across the state and are said to be suffering a lot due to unhealthy working atmosphere conditions, sources said, adding that labourers are generally exploited by their employers. The height of the non-seriousness of the present Government is that it has not bothered to give attention to the plight of the contract labours who are working in very difficult conditions as employers are grossly exploiting them by forcing them to work for 12 hours instead of the fixed 8 hours, they lamented. It is pertinent to mention here that NC has remained in power for most of the time in the state since 1970. |
