Akshay Azad JAMMU, Aug 20: A massive misuse of Local Fund collected annually from students by Government degree colleges across the state has been going on unabated but the higher authorities have turned a Nelson's eye towards the violation. In gross misuse of students' local fund and in violation of the rulebook, the Kathua Government Degree College administration has engaged nearly 52 Local Fund employees, majority of whom are engaged by college administration on instructions of public representatives, some bureaucrats or relatives of college employees. According to the guidelines issued vide Circular Number HE/GEN/70/2002, dated 16/4/2003, for operation of Local Fund of Colleges, issued by the then Director Colleges M A Khan, the column 17 reads as, "Principals shall on absolute justification engage daily wagers, wherever required and for periods as may be necessary. However, the number of Local Fund employees required shall be reviewed from time to time in order to ensure that they do not become unnecessary a burden for the Local Fund generated by colleges for important purposes". Sources said that throwing to winds the said circular, the Government Degree College Kathua management has engaged nearly 52 Local Fund employees from 1995 to August 2009. The documents in possession of Early Times have the signatures of the then Principal of GDC Kathua Ram Krishan. The Local Fund employees are Dhanpat Rai, Tarsem Lal, Sanjeet Kumar, Nirmal Kumari, Kewal Kumar, Harmeet Singh, Ramesh Kumar, Yoginder Lal, Balbir Singh, Surishta Devi, Darshna Devi, Neena Devi, Ishya Devi, Kuldeep Raj, Radhey Krishan, Asish, Shambu Ram, Sada Nand, Sonu Ram, Vinod Ram, Sanjeev Singh, Joginder Pal, Yashpal, Neeraj Sharma, Rampaul, Vikram Singh, Ashok Singh, Veena Devi, Sudesh Kumari, Rockey Kumar, Sham Lal, Manohar Lal, Harbans Lal, Davinder Singh, Kamaljeet, Joginder Kumar, Sushil Kumar, Santosh Kumari, Satish Kumar, Mohinder Pal, Asha Rani, Naresh Kumar, Jagdish Raj, Surjeet Singh, Sikander, Mukesh Kumar, Anil Kumar, Tinku, Rinku, Umesh Kumar, Ravinder Kumar, Balwan Singh and Pummy Sharma. Sources in Higher Education department informed that all these employees enjoyed some influence and secured job, either by working in the houses of bureaucrats, politicians, Professors or public representatives. "There has been massive diversion of Local Fund of students from one head to another and most of the time fund is diverted for employment generation without following proper procedure for recruitment, which is unconstitutional and unethical", they said, adding that though there was blatant ban on engagement of Local Fund employees by Higher Education department, the rule was observed more in violation than observance. "Not a single Local Fund employee is engaged through proper recruitment advertisements which has set a wrong precedence. We know they are poor employees but they have got jobs because of their approach in the higher administrative and political circles", sources said. |
