Fate of Shrine Bill becomes uncertain again

Jammu, Aug 21: With the joint select committee (JSC) failing to meet on August 19 as per schedule, the fate of Kashmiri Hindu Shrine and Temples Bill has become uncertain and its chances of passage in the coming session of state legislature have become remote. According to legal experts, the bill will lapse after the failure of Government to get it passed in the coming session of the Assembly as the six year term of 11th Assembly will end this year and the state will go for fresh elections by the end of this year.
Experts are of the opinion that with only four days remaining for the Assembly session to be held in summer capital from August 25, the chances of holding JSC meet seem to be remote and the Bill is likely to lapse. Sources said the bill would be lapsing for the second time. It lapsed in the House as during the previous session also the bill was introduced but later not taken up for discussion and passage by the Government. The role of coalition Government and some political parties in this regard has annoyed the Kashmiri Pandits leading an exiled life in different parts of country. The Pandits say that the Government itself was not sincere on passage of the bill and it wants that remaining symbols of great civilization should also get eliminated from Valley with the mass exodus of Pandits. Had it not been so the coalition would have taken the initiative and got the bill passed in the Assembly so that a Prabandhak Board was formed for the better management and protection of Hindu shrines in the Valley.
Instead of conceding the demand of the displaced Pandits, the Government was trying to please a few trusts with vested interests, said Kundan Kashmiri, President of Kashmiri Pandit Conference (KPC). While expressing his dismay over the role of Government on the Bill and false promises made by law Minister in this regard, Kashmiri said NC was playing with the sentiments of Pandits by pleasing the self styled trusts.
He said the Hindu Shrines are in a deplorable condition in Valley and constitution of shrine Board was must for their protection. Expressing his dismay over the role of Government, Rakesh Koul, former President of Kashmir Samiti, Delhi, (KSD) said when Government did not pay attention to the criticism to formation of other shrine Boards in the state why was it dancing to the tunes of some influential trusts on shrine Bill.
