After Pak lost one opportunity Modi may not offer it more

JAMMU, Aug 23: As many as 14 times Pakistani troops violated ceasefire on the LOC and IB in Jammu and Kashmir during the last 12 days. Over 95 per cent of these violations have been committed on the 187-km long IB in the Jammu sector and in Poonch and Rajouri areas and the remaining five per cent on the LOC in the Kashmir valley. And to be precise Pakistani troops violated ceasefire agreement on 16 occasions during the last 21 days of August.
Before dilating on the reasons behind these repeated ceasefire violations agencies across the border need to be told of a joke. Once a group of street urchins were busy in hitting frogs in a pond with pebbles. And one among the frogs lifted its head and told the group of boys "what is play to you is death to us." And the same applies to the Pakistani troops. They relish playing with guns and mortars without realising that it can kill civilians and security forces.
Apart from needling India and its forces in Jammu and Kashmir why have the Pakistani troops targeted Border Out posts and civilian houses only in Jammu-Rajouri-Poonch sectors ? Why have they remained mum as far as the LOC in the Kashmir valley is concerned ?
These are two vital questions that deserve attention from India and its forces. Experts dish out two reasons for it. First, in case Pakistani troops open fire on the Indian posts and pickets on the LOC in the Kashmir valley civilians, who are Muslims, may get either killed or face migration to safer places. Even their houses can suffer damages on account of bullets and mortar shells hitting their residential houses which agencies across the border do not want. These agencies fear that any killing or any great inconvenience caused to border villagers may force Pakistan to lose goodwill of a section of people in the Valley. Also, civilians in the border areas of the Valley may face wrath of the security forces that my embark on counter infiltration operations.
Secondly, Pakistani troops have targeted Indian bunkers and pickets and civilian houses in Akhnoor, R.S. Pura, Arnia, Suchetgarh, Samba, Rajouri and Poonch with the purpose of pushing groups of militants into the Jammu region for raising the level of violence. Agencies across the LOC and the IB have realized that voters in the region of Jammu have not responded to the call for poll boycott given by Kashmiri separatists. And during the previous Assembly and the Lok Sabha elections if the Valley registered between 29 and 30 per cent polling, the region of Jammu recorded a polling percentage of 58 to 60. Hence agencies across the border wish to help militants in sneaking into Jammu region where they could indulge in violence thereby creating scare among people which was needed for securing bigger response to poll boycott call.
Thirdly, over the years an impression has gone round that if there is any trouble it is only in the Kashmir valley. It is in this context that Pakistani agencies, particularly the Army, plan to trigger violence in the Jammu region for which militants needed additional man power and weapons. Once the level of violence witnessed marked rise Pakistani agencies would try to convince the world leaders that violence and insurgency are not Valley centric but state wide phenomenon.
And hardly a day passes when there is no ceasefire violation. Even on Friday, when Pakistani troops should have been busy in offering prayers targeted two Border Out Posts (BoPs) along the International Border in Jammu sector drawing retaliation from the Indian troops. Pakistani Rangers resorted to indiscriminate and unprovoked firing on two BoPs along IB in RS Pura sub-sector of Jammu. BSF troops guarding two BoPs along IB, took positions and responded with equal calibre weapons which resulted in intermittent exchange of fire, which continued for over four hours.
Do these incidents ceasefire violations indicate Pakistani Army's opposition to bilateral dialogue process. If that is the case Pak troops have achieved their goal because New Delhi called off the Foreign Secretary level talks that were scheduled to be held on August 25.
Those engaged in back channels diplomacy are trying to motivate New Delhi to reopen the channels of dialogue. Yes, New Delhi may do so in case ceasefire violations were stopped and Pak forces abandoned any assistance to militants wishing to cross into Jammu and Kashmir. If ceasefire violations continue India may not reopen the doors for talks.
Had not New Delhi been peeved over repeated ceasefire violations and over Pak High Commissioner. Abdul Basit's invitation to Kashmiri separatists, India's Foreign Secretary, Sujatha Singh, would have been in Islamabad by early August 25 or late August 24 to have a detailed meeting with her counterpart, Aizaz Ahmad Chaudhary. Pakistan has lost yet another opportunity. India may not now be willing to offer more opportunities.
