301 cases stand registered against corrupt officials, 134 civilians killed since 2009

Srinagar, Aug 27: The Jammu and Kashmir Government on Wednesday disclosed on the floor of the House that 301 corruption cases stand registered against officials/officers in the State Vigilance Organization and Crime Branch of State Police between 2006 and 2014 which are at various stages of investigation.
In a written reply to a question asked by CPI(M) Legislator, M Y Tarigami, the government revealed the names of the officials against whom cases of corruption have been registered by state's two premier Anti-graft bodies and also revealed the names of two officials who have been convicted by the Crime Branch Jammu.
According to the data provided by the government, 94 cases are registered against alleged corrupt officers/officials in Kashmir division in corruption charges with the Vigilance Organization while as 95 cases are pending against such officials /officers in Jammu division. Crime Branch Jammu has so far registered 80 cases against alleged corrupt officers/officials after charges of corruption etc however Crime Branch Kashmir has registered 31 cases against alleged corrupt officers/officials.
"As many as 189 cases are registered with State Vigilance Organization (SVO) against over 450 government officials, Crime Branch of state police is investigating 115 other such cases," the government in the written reply.
It said majority of the cases registered under various sections of Prevention of Corruption Act and Ranbir Penal Code (RPC) pertained to corrupt practices, misuse of official position and misappropriation of government funds, besides illegal appointments, frauds and land grabbing.
The government said that Special Judge Anti-Corruption Court, Jammu has convicted Mohammad Ashraf Bhat and others under FIR No 444/2001 and 7/2002 in 2012. The same Court has convicted then Store Keeper KPCC Janki Raj Gupta in FIR No 7/1999 in 2011.
Meanwhile the government today said 134 civilians lost their lives in Kashmir since 2009. The government also said that the civilians got killed for being part of the violent mobs and protests.
Though 125 civilians were killed only in 2010, agitation, only 134 civilians lost their lives in Kashmir since 2009 in various violence related incidents.
In reply to a question of Abul Rehman Veri of PDP, the government said, "Since 2009 till ending July, 2014, 114 civilians have lost their lives in Kashmir Valley who were part of the violent mobs/protests, got injured during the engagements between protesters and the deployment on ground and succumbed to their injuries. In addition, 20 persons lost their lives due to various law and order disturbances including stone pelting, stampede, blast, drowning etc." The government also said that FIRs were registered against 6563 persons in 2010, out of whom FIRs have been withdrawn in respect of 1811 persons.
About the number of enquiries ordered during the said period, the government said that 4 Magisterial enquiries were ordered during this period, out of which 3 have been finalized while as 1 is in progress.
