Former Jail Superintendent Kotbalwal absolved; reinstated
Pak prisoner Sannaullah Ranjay case

Srinagar, Aug 27: After remaining suspended for nearly 15 months in connection with the attack on Pakistani prisoner Sanna-ullah Ranjay inside Jammu's Kotbalwal jail on May 3 last year; which later resulted into his death at PGI hospital Chandigarh on May 9, Home Department Government of Jammu and Kashmir today reinstated former jail Superintendent Kotbalwal Rajni Sehgal and posted her as Superintendent District Jail Udhampur.
As per the order No. 424 issued by Under Secretary to Jammu and Kashmir Government Home Department, "Rajni Sehgal awaiting orders of adjustment is hereby posted as Superintendent District Jail Udhampur against available vacancy". As per the details available with "Early Times", 55 year old Pakistani prisoner identified by the police as Sanna-ullah Haq Ranjay son of Ashiq Hussain resident of Sailkot Pakistan was attacked by a fellow jail inmate Vinod Kumar inside Jammu's Kotbalwal Jail. Sanna-ullah has been convicted of bombing a Jammu-Katra bus in 1994 near Nagrota in which 10 people were killed. As the news report regarding attack on Pak prisoner started hitting the media headlines, Minister of State for Home in Jammu and Kashmir government has order an inquiry and government also order suspension for suspension of jail superintendent with immediate effect. After suspending her vide order No. 6 of 2013 dated 3-5-2013 by DGP Prison, the government vide order No. 131 Home of 2014 dated 12-03-2014 appointed D.R Doley Burman, the then ADGP HQ/CD/SDRF, J&K, now on central deputation. As per the report submitted by the inquiry officer, the charge of failure to exercise effective supervision and control over subordinate staff leading to the incident on May 3, 2013 was not proved against the lady officer. During the course of the investigation, it also came to fore that the incident took place all of sudden after a verbal spat between the two prisoners while smoking and was not a planed one as was alleged by the government of Pakistan. On the basis of the inquiry report which was accepted by the competent authority, the enquiry order against the lady officer was closed and subsequently the government vide order No. 358 of 2014 dated 22-07-2014 issued by Additional Secretary Home also treated her suspension period as on duty. However the officer was advised to remain careful in future while discharging her duties and not to leave the headquarter without prior permission of her superiors.
