Rana cries like a spoilt child after his resolution not taken up for discussion by LC
Enters into war of words with opposition, treasury benches

SRINAGAR, Aug 27: National Conference's Provincial President for Jammu and Member of Legislative Council (MLC), Devinder Singh Raina today broke down and cried like a spoilt child after his resolution seeking resumption of dialogue between India and Pakistan was not taken up for discussion by the Upper House.
Rana also lost his cool when some of the People’s Democratic Party (PDP) legislators supported Dr. Shahnaz Ganai as her calling attention notice regarding shelling in the border areas in Jammu division was not taken up by the House. Rana's 'drama' led to ruckus in the House with pandemonium also being witnessed in the Upper House.
As soon as the House took up the resolution of Rana seeking resumption of dialogue between India and Pakistan, PDP members, National Panthers Party (NPP) member and some ruling members raised their objection. They objected to the fact that Dr. Shahnaz's calling attention notice on shelling in border areas despite being listed in Tuesday's business was not taken up and instead it was decided that a discussion would be carried out on Wednesday.
The members said that calling attention notice should have been preferred over the resolution since the earlier was moved by the member while the later was moved by a private member. They said that shelling in border areas is a serious issue and should be discussed on the floor of the House.
Dr. Shahnaz had moved a notice on Tuesday in the Legislative Council and called upon the attention of Government towards the situation that has arisen due to difficulties being faced by the villagers situated near LoC in district Poonch due to cross firing and fencing of fields belonging to farmers. Today she raised a point of order over non-listing of her notice.
PDP's Naeem Akhtar, Mohammad Ashraf Mir, Syed Asgar Ali and Yashpal Sharma, NPP's Syed Rafiq Shah, Congress MLCs Ghulam Nabi Monga, Jugal Kishore Sharma and Jehangir Hussain Mir supported her. All the members of the Council had on Tuesday unanimously showed their concern and the Chairman had agreed to have a discussion on the calling attention notice of Dr. Shahnaz.
"It is shameful that politics is being played over this serious issue. I feel ashamed that a member of your stature can do politics on the issue in which human being are suffering," shouted Rana towards Naeem.
Naeem in return raised his pitch and said the Business Advisory Committee (BAC) report was not presented in the House on Tuesday. "You are presenting it today without consulting us. Have you held the House also during night in our absence," he told the Chair.
"We don't understand what is happening in the House. First, it was decided on Tuesday that a discussion would be held on the ceasefire violations and now a discussion will be held on a resolution," said Naeem adding, "This is violation of the Legislative Council for political gains at the insistence of a particular person," he said pointing towards Rana.
Soon after him more members rose on their feet and joined the PDP legislator. All the members then wanted that both the resolution and the calling attention be clubbed for a discussion. This created a din in the House.
Syed Agar Ali of PDP said the Calling Attention motion of Ganai was 'bypassed'. "It is very sad. Calling attention motion of Shahnaz Ganai was about ceasefire violations where as Rana's resolution is about Indo-Pak talks," he said.
NC MLC, Ghulam Qadir Pardesi said the matter is being linked with a resolution moved by another member regarding the resumption of Indo-Pak dialogue. The chairman told the protesting members that the issue shall be taken for a discussion along with the resolution moved by Rana.
As the House did not take up the discussion on the private member's resolution moved by Rana the NC legislator lost cool and started shouting at the opposition and his own member, Dr. Shahnaz Ganai. He could not control his emotions and as such broke down in presence of members, officers, visitors and journalists.
