Passage of Tarigami's pvt Member's resolution brings embarrassment to Govt | | | Sandeep Bhat
Srinagar, Aug 28 : It was an unprecedented scene in the legislative assembly when a private members resolution was passed and came as a shock to the government which tried to defeat it on the floor of House. It all started when lone CPI (M) MLA Mohammad Yusuf Tarigami moved a private member’s resolution seeking 35 kg ration at the rate of Rs 2 per kg to each family as per the 2011 census. The resolution was supported by two PDP legislators Nizamudin Bhat from Bandipora and Choudhary Zulfkar of Darhal constituency with some amendments. As soon as Tarigami gave his own opinion on the resolution, which was followed by support from two PDP legislators with amendment, Minister for CAPD, Choudhary Mohammad Ramzan tried to pursuade the CPI leader to withdraw the resolution as it was not possible to provide ration to the people on such low rates. It will add the burden of subsidies of about 6,000 cr which is not possible for the state government, he said and again asked the legislator to withdraw the resolution but Tarigami pressed for its passage. Even the Speaker tried to persuade him but all in vain.The ruling party legislators were very small in number when the resolution was moved. The Speaker tried to buy time but the resolution was passed with voice vote and came as a huge embarrassment for the ruling coalition. The minister was caught unnerved and his face got red after the passage of the resolution. This shows how the NC legislators are interested in functioning of legistative assembly and their absence have given a golden chance to Tarigami and opposition members to get resolution passed with voice vote. |
