Speaker appeals Chief Ministers to ensure safety of JK students
NPP, CPM stage walk out on price hike, BJP aghast over OBC reservation

Srinagar, Aug 28 : The speaker today urged the Chief Ministers of various states to ensure safety of students from Jammu Kashmir. "This is a serious issue. The chief ministers of all the states should ensure protection of Kashmiri students in their states," the Speaker said.
He also appealed to the Union Home Minister to look into the issue and write to the Chief Ministers to take the matter seriously Meanwhile, the Assembly Thursday witnessed uproarious scenes and subsequent walk-out by the legislators on price hike and inflation, OBC reservation, harassment of students outside the state and discrediting the institutions. As soon as the House met here today for normal transaction, opposition PDP, NPP, BJP, CPI(M), PDF and Independent MLA, Er. Rashid registered their protest on various issues including arrest spree in Kulgam and Pulwama districts, Price Hike and inflation, harassment of Kashmiri students outside the state, 27% reservation for other backward classes (OBCs) and discrediting the institution by showering out-of-way promotions to ineligible government officials.
PDP MLAs, A R Veeri, Peerzada Masur Husain, Muhamad Khalil Band strongly protested on arrest and harassment of youth in Qaimoh and Pulwama in South Kashmir. On the other hand NPP, Legislators and CPI(M) leader, M Y Tarigami lodged a strong protest on price hike and inflation. Tarigami, Harshdev Singh, Balwant Mankotia and others raised slogans demanding a special discussion on price hike. However, Speaker Mubarak Gul disallowed the adjournment motion moved by Mankotia on price hike saying that the subject pertains to the union government. "Yehan sab kuch Delhi se aata hai, isliye isper discussion nahi hosakta" Speaker, Mubarak Gull said. However, Panthers Party MLAs and M Y Tarigami continued to raise slogans on the issue and Harshdev, Mankotia and Kundal walked into the well and observed a sit-in amid sloganeering. The Legislators were supported by Tarigami who latter staged walk out from the house on the issue. Meanwhile BJP legislators strongly agitated on issue of providing only 4% reservation to the OBCs in the state as against 27% in other parts of the country. They said that there was a Supreme Court ruling which provides for 27% reservation to OBCs, however, the state government was giving only 4% reservation to the OBCs. Peerzada Mansur Husain of PDP while quoting media reports, said some engineering students at a Mohali college, including eight from Kashmir, clashed with other students when a row ensued over a cricket match between Pakistan and Sri Lanka. Mansur lodged a strong protest on the issue and demanded a ruling from the chair. Gull also called records from J&K Housing Board to ascertain the truth about undue favours and out-of-way promotions showered to the Secretary Board who is holding the charge of Managing Director since last one year in absence of a full-fledged, regular MD. Gull was responding to Independent MLA, Er. Rashid's assertions that the coalition government has discredited the institutions and has bestowed the ineligible and unqualified persons with undue promotions. Earlier Rashid stormed into the well of the house demanding a ruling from the Speaker to dislodge the in-charge MD Housing Board. Rashid highlighted that the coalition government has discredited the institutions by posting their ineligible favourits against the high profile technical posts.
