2 months after VOJ seeks DC's intervention, administrative inertia prevails | Encroachment of nullah in Chowadi | | Akshay Azad
Jammu, Aug 28: Administrative inertia has sabotaged any serious effort to retrieve the encroached land in Chowadi area, as after the lapse of two months since Vigilance Organization Jammu and Kashmir (VOJK) approached Deputy Commissioner Jammu to get the land demarcated, nothing has been done so far. Sources informed Early Times that in response to complaint filed by a lady police officer in Chief Minister Secretariat, in year 2012, the Vigilance Organization Jammu has reportedly said that they had approached Deputy Commissioner for demarcation of land, but it was reliably learnt that nothing has been done so far. A lady police officer had alleged that a false and defamatory FIR vide number 100/2012 under section 447/427/323/506/ RPC was lodged against her at Police station Channi Himmat in October 2012 as she was raising her voice against two persons, who were carrying construction work in the nullah from Sharma Resorts to Haji Basti illegally in Khasra number 887. According to fresh communiqué SVO-Veri-JMU-22/2013-9040, dated 30-6-2014, forwarded by DIG Vigilance Organization to Secretary to government General Administrative Department (GAD), it has been maintained by VOJ, that before reaching any conclusion, it has been enquired that whether the properties of Aashiq Hussain and Zakir Hussain along with Chowadi Nallah, legally belong to them (to establish section 447 RPC) and whether any encroachment was done in and along Chowadi Nallah. In the communication forwarded to GAD, the Vigilance Organization maintained that to conclusively decide the issue the Deputy Commissioner Jammu has been approached for constitution "Board/team of Revenue Officers" to establish legal ownership and genuine possession at right place by Aashiq Hussain and Zakir Hussain. It further stated that to enquire about above mentioned facts, a joint demarcation team comprising of Revenue officials headed by Tehsildar (S) Jammu and other visited the area and when demarcation of Khasra number 887 was started, the Vigilance team noticed that the "lattha" which was a basic and most important map/document over which whole demarcation of any area depends, was unsigned and unstamped. The sketch of Khasra number 887 in the said lattha was different than the sketch of said khasra, collected from different sale deeds. The sketch of the Khasra number 887 min brought by the Patwari was different from the lattha. When it was pointed and enquired, Tehsildar (S) Halqa patwari could not give any convincing reply. Tehsildar (S) refused to attest the said lattha and Halqa patwari stated that he had received the same lattha from his predecessor. The latha was not genuine and was seized by Vigilance team, it further divulged. The report further stated that on 19/6/2014, the EO personally met DC Jammu to get the land demarcated on the following day. "The DC has assured that a demarcation will be done in a week's time and directed the concerned revenue officials to prepare a sketch of Khasra number 887", it read as. In the concluding paragraph, it has been stated that verification was still going on and the final outcome of the same would depend on the report of commission for which the DC Jammu has already been approached. "It is now two months, since the DC has assured to constitute a team, but so far nothing has been done, due to which no action has been taken against the alleged land grabbers", an official said. |
