Of 74 BEd colleges in Jammu, ex-JU VC Mattoo gave permission for 50

JAMMU, Aug 29: Prof Amitabh Mattoo, who as Jammu University (JU) Vice-Chancellor, remained surrounded by controversies for extending undue benefits to his close associates, has granted permission for establishment of 50 private B Ed colleges.
A total 74 B. Ed colleges were opened in Jammu province during last 30 years up to 2010. According to sources, first college was opened between year 1981-85 and another in 1986-90. "Till 2000, there were only 15 private B. Ed colleges affiliated with University of Jammu", sources said, adding that during the tenure of Prof Amitabh Mattoo as JU VC, there was flood in opening of private B.Ed colleges.
Sources said the government, however, ironically remained silent over the permissions of B.Ed colleges granted by Prof Mattoo. "The permission for opening of B.Ed colleges was mainly granted to relatives of politicians and bureaucrats during the period. It was the reason behind un-opposed opening of large number of private colleges", said a retired Professor wishing not to be named.
Terming education as industry, he said that private educational institutions emerged as money minting machines. "Ever since the Government allowed private B.Ed colleges to function, an industry came into being in which irregularities in numerous ways began to thrive", he said.
He said that Educational Department which is supposed to ensure full implementation of the criteria laid down for opening B.Ed Colleges was allegedly encouraging irregularities in these colleges.
"Mushroom growth of B.Ed Colleges in the State has been observed during the last decade. There have been many complaints of students against many private B.Ed colleges. Complaints pertain not only to admission system but also about fee structure, teaching system, response to student enquiries and other related matters", he added.
He alleged that hefty admission fee is being charged and also huge money is being extracted from students on various pretexts since the private colleges came into existence.
